About this file

This is a Scope of Work (SOW) for the removal of existing fence and installation of approximately 15,300 feet of wildlife-friendly 4-strand barbed wire steel fence at the O'Farrell Waterfowl Production Area in Grant County, South Dakota (120N-51-5, 6). The project is managed by the U.S. Fish and Wildlife Service with Greg Stoebner as the project manager (605-880-3798, greg_stoebner@fws.gov).

The contractor must remove all existing fence (steel posts with 3-4 strands of barbed wire, excluding wood braces) and install new fence to specifications that protect livestock while allowing safe wildlife passage for species such as deer and pronghorn. The new fence requires 12.5 gauge double-strand galvanized barbed wire (top three strands) and smooth wire (bottom) at heights of 16-18 inches (bottom), 24 inches (second), 30-32 inches (third), and 42 inches maximum (top). Line posts must be steel T-posts or 2 3/8-inch diameter steel tube posts spaced 12-16 feet apart, with 2 3/8-inch tube posts at least every third position, all driven to a minimum depth of 3.5 feet. Corner posts must be 12 feet long with 5-inch diameter steel tube or octagon steel at 6.5-foot depth. Steel braces (Queen, King, and Angle brace posts) are required at all corners, gates, and at 1,300-foot intervals. All steel posts require anchor plates and studs; all steel tube fencing must have caps to prevent bird injury. Gates of 16-20 feet will be installed at specified locations with WPA signs provided by FWS. The contractor must also install one parking area for public and livestock access, remove and dispose of old fence materials offsite, and provide an as-built map showing final fence alignment and gate locations. The project timeline requires work to commence no earlier than September 1, 2026, with completion no later than September 30, 2027. Work includes site preparation, post installation, wire installation, gate installation, inspection and adjustment, and cleanup, with compliance to OSHA regulations, environmental protections (avoiding wetland disturbance), and maintenance of erosion control measures.

Scope of Work (SOW): Installation of Wildlife-Friendly 4-Strand Barbed Wire Fence Installation And The Removal Of The Existing Fence.

Project Title

Wildlife-Friendly 4-Strand Barbed Wire Fence Installation and the removal of the existing fence

Location

120N-51-5, 6.

Grant County, SD

O’Farrell Waterfowl Production Area

Project Summary

The purpose of this project is to remove old fence and install approximately 15,300 feet of wildlife-friendly 4-strand barbed wire steel fence to protect [livestock/crops/property boundary] while minimizing impacts on local wildlife. Steel t post and or “well pipe/ steel tube fencing” and or octagon bracing will be used to facilitate a long term, maintenance free fence for future prescribed burning operations. One parking area will be installed and all gates will be signed with US Fish and Wildlife Service Waterfowl Production Area (WPA) signs and post. The fence will be constructed to standard wire spacing specifications that allow for safe passage of species such as deer and pronghorn while maintaining livestock control. The existing fence will be removed and replaced with new fence. The existing fence consists of all steel posts and 3 or 4 strands of barbed wire, except for the wood H- Braces and Corner Braces. The disposal of the current dilapidated fence will occur offsite and will be the responsibility of the contractor.

Objectives

- Remove all existing fence in the project area where the new fence will be installed

- Install a secure, durable 4-strand barbed wire fence.

- Incorporate wildlife-friendly design specifications.

Install one parking area for public and livestock unloading access.

Sign all gates with WPA signs (provided by FWS)

- Minimize ground disturbance and habitat fragmentation.

- Ensure compliance with applicable local/state regulations and conservation practices.

-Fence will be replaced and installed in prior location, if wetland conditions do not allow this at time of construction, fence will be built around the outer edge of wetland. Tube/pipe post will be used in all wet areas.

Fence Specifications

1. Fence Height and Wire Placement

- Total fence height: 42 inches maximum.

- Wire placement (from ground up):
