About this opportunity
The 375th Civil Engineer Squadron at Scott Air Force Base is conducting an Invitation to Bid (IFB) for the sale of scrap recyclable materials through the Qualified Recycling Program (QRP). Three commodities are available for bid: approximately 12,000 pounds of used baled cardboard (12 bales), 4,000 pounds of palletized lead-acid batteries (2 pallets), and 450 palletized Onity Advance Door Lock Sets. Bidders may submit offers for any combination of these materials and will be evaluated based on unit price, with awards granted to the highest bidders for each commodity. All bids must be submitted to Michelle Engel at michelle.engel@us.af.mil with completed bid sheets that include company information, SAM or UEI numbers, CAGE codes, and authorized signatures. The bid period opened on April 20, 2026, and closes on May 5, 2026, at 4:00 PM Central Daylight Time, with award announcements scheduled for May 6, 2026, at 12:00 PM.
This solicitation is designated as a Total Small Business set-aside, restricting competition to small businesses. No incumbent contractor information is provided, as this is a direct commodity sale rather than a traditional service contract. The award values are not predetermined but will be determined by the winning bid prices submitted for each commodity. The winning bidder must arrange pickup of awarded items within five working days of notification, with materials available for collection Monday through Friday between 7:30 AM and 4:30 PM at Scott Air Force Base, located in Scott AFB, Illinois. Payment of invoices must be submitted to the 375th Civil Engineer Squadron within 15 days of invoice issuance, with the purchaser bearing all transportation costs, load-securing responsibilities, and the obligation to provide certified weight documentation at the time of pickup.
