The Department of Agriculture Forest Service seeks corrugated steel pipe and coupling bands for disaster recovery from the Moose Creek Fire at the Salmon-Challis National Forest, with proposals due May 8, 2026 at 1500 hours MST (extended by Amendment 0001 dated May 5). This is a Total Small Business Set-Aside, restricting competition to small business concerns under NAICS 332322 with a 500-employee size standard.
Place of performance comprises two delivery locations: Challis Admin Yard (311 US-93, Challis, ID 83226) and Jesse Creek Admin Yard (62 Roosevelt Road, Salmon, ID 83467), with inventory split equally between both sites.
The scope requires delivery of 3,360 linear feet of galvanized helical corrugated steel pipe in diameters ranging from 18 to 72 inches (16 and 18 gauge), along with corresponding galvanized coupling bands, all conforming to FP-14 707.02 specifications and the Federal Highway Administration's 2014 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects. Amendment 0001 adds a requirement that the vendor perform unloading using vendor-provided equipment. Delivery is required by June 30, 2026, with a performance period of May 4 through June 30. The Contractor must provide material certifications per FP-14 106.03(a) or (b) and FP-14 707.02.
Quotations are firm-fixed price, submitted via email to adam.koepke@usda.gov by the deadline, with prices held firm for 90 calendar days. Questions are due by April 29, 2026 at 1500 hours MST. Award goes to the lowest-priced quotation that is technically acceptable with acceptable or neutral past performance. Delivery terms are F.O.B. Destination. Amendment 0001 5/5/2026: Attachment 2 - SOW - Culverts has been amended to add section C-3.1: Unloading by the
vendor will be required with vendor provided equipment. In addition the requirement has
been extended for closing for solicitation quotes until * May 2026 1500hrs MST.
