About this opportunity

The National Institutes of Health, Department of Health and Human Services, is extending five incumbent IDIQ contracts under the Scientific, Operations and Administrative Resources (SOAR) support services program on a limited-source basis, with a combined maximum ordering value of $3,600,713,546 and $2,174,615,674 currently available.

The five incumbent contract holders—Axle Informatics LLC (75N95021D00010), Gap Solutions, Inc. (75N95021D00011), Kelly Services, Inc. (75N95021D00012), Guidehouse Digital LLC (75N95021D00013), and 22nd Century Technologies, Inc. (75N95021D00019)—are being extended to maintain continuity of critical biomedical research operations while NIH executes a competitive re-procurement. The current IDIQ ordering period expires June 21, 2026; the extension moves the ordering period expiration to June 21, 2027, and extends the final service delivery date to June 20, 2028 (a 12-month extension). The contracts support specialized scientific, technical, and professional services across all 29 NIH organizations, including the 27 Institutes and Centers and the Advanced Research Projects Agency for Health. NIH cites FAR 6.103-1 (Revolutionary FAR Overhaul authority) for the non-competitive extension. Fair and reasonable pricing was determined through competitive pricing analysis from the five incumbents. A competitive follow-on solicitation (75N98026R00042) was posted with proposal due in early May 2026 and contract awards anticipated by late September 2026.
