The National Institutes of Health (NIH), Department of Health and Human Services, is seeking approval to extend the ordering period and service delivery period for five indefinite-delivery, indefinite-quantity (IDIQ) contracts under the Scientific, Operations and Administrative Resources (SOAR) support services contract program. The five incumbent contract holders are: (1) Axle Informatics LLC (Contract 75N95021D00010), (2) Gap Solutions, Inc. (Contract 75N95021D00011), (3) Kelly Services, Inc. (Contract 75N95021D00012), (4) Guidehouse Digital LLC (Contract 75N95021D00013), and (5) 22nd Century Technologies, Inc. (Contract 75N95021D00019). The current IDIQ ordering period expires June 21, 2026, with task orders extendable through June 20, 2027. NIH requests a 12-month extension, moving the ordering period expiration to June 21, 2027, and extending the final service delivery date to June 20, 2028. The combined maximum contract ordering value of $3,600,713,546 will remain unchanged, with $2,174,615,674 currently available. The contracts support specialized scientific, technical, and professional services across all 29 NIH organizations, including the 27 Institutes and Centers and the Advanced Research Projects Agency for Health. NIH justifies the non-competitive extension as necessary to maintain continuity of critical biomedical research operations while planning and executing a competitive re-procurement. A Notice of Intent presolicitation was published February 18, 2026, with amendments clarifying the non-competitive basis; the follow-on competitive solicitation (75N98026R00042) was posted seeking proposals due in early May 2026, with contract awards anticipated by late September 2026. Fair and reasonable pricing was determined through competitive pricing analysis from the five incumbent contract holders.

11. Fair and Reasonable Price Determination: As the contracting officer, I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable.
This determination will be made using the following: cost analysis price analysis cost realism market pricing historical pricing other: competitive pricing from five (5) contract-holders
As a part of this basis, certified cost, or pricing data (see RFO - FAR 15.403)— will be required. will not be required and the following FAR part 15 exception applies:
Prices that will be agreed upon are based on adequate price competition.
Prices that will be agreed upon are based on prices set by law or regulation.
A commercial item is being acquired.
A waiver has been granted by the HCA in accordance with RFO - FAR 15.403-2(c)(4).
The contract action is a modification to a contract or subcontract for commercial item(s).
The estimated cost of the contract action is less than the threshold for certified cost or pricing data.
