About this opportunity

The Department of Homeland Security Science and Technology Directorate (DHS S&T) is seeking information regarding professional scientific, technical, and programmatic assistance services to support research, development, test, and evaluation (RDT&E) efforts across a broad spectrum of scientific disciplines including cybersecurity, artificial intelligence, machine learning, data science, biometrics, behavioral economics, communications systems, autonomous systems, and various engineering and biological sciences. This is a Request for Information (RFI) issued solely for market research and planning purposes, not a formal solicitation for proposals or quotations. Interested vendors must submit detailed four-page responses by noon Eastern Time on January 21, 2026, addressing their project management experience, scientific support expertise, staffing capabilities, and strategies for addressing potential capability gaps. The government indicates it may conduct one-on-one meetings with vendors providing comprehensive responses and will not consider AI-generated submissions. Responses should be submitted electronically to specified email addresses with comprehensive cover letters, and the cover page is excluded from the four-page limit.

This RFI carries no set-aside designation and is not a binding obligation on the government, which may or may not issue a formal solicitation based on responses received. The potential task order under the GSA OASIS+ contract vehicle has an estimated ceiling value of $80 million with a performance period through May 19, 2026, and is classified under NAICS code 541611 (Administrative Management and General Management Consulting Services). The government is particularly interested in contractors already holding OASIS+ contracts who can deliver programmatic, analytical, systems integration, and execution-support services. The RFI was originally posted on December 29, 2025, with amendments issued on January 15, 2026 for clarification, and responses to vendor questions were posted on January 16, 2026, providing interested parties with additional guidance before the January 21, 2026 submission deadline.
