About this file
This document is a Questions and Answers (Q+A) file for Request for Information (RFI) 70RSAT26RFI000002 issued by the Department of Homeland Security Science and Technology (DHS S&T) Directorate. The RFI focuses on potential support services for the agency's research, development, test and evaluation (RDT&E) portfolio. Key clarifications include that the requirement is for scientific and technical advisory services, not actual research and development activities. DHS S&T is primarily interested in contractors holding OASIS+ contracts who can provide programmatic, analytical, systems integration, and execution-support services across scientific and technical disciplines. The government seeks contractors who can demonstrate capability in three main areas, with an opportunity to address any expertise gaps through the RFI response process.

70RSAT26RFI000002 Q+and+C Responses Questions and Answers
# Document & Section Citation Offeror Question/Comment Government Response
1 RFI - Description
Request clarification on whether DHS S&T anticipates contractors performing hands-on scientific research and laboratory-level technical execution, or whether the primary expectation is for contractors to provide programmatic, analytical, systems integration, and execution-support services in support of government-led research efforts. Clarification on this point would help vendors appropriately align proposed capabilities and delivery models with DHS S&T’s intended
The potential requirement involves support to S&T's research, development, test and evaluation (RDT&E) portfolio and scientific and technical advisory and assistance services to the programs and would not involve actual research and development activities.
2 RFI - Description
Given the broad range of scientific and technical disciplines referenced in the RFI, we seek clarification on whether DHS S&T expects offerors to demonstrate in-house capability across the full spectrum of disciplines, or whether a modular and teaming-based approach is anticipated in which firms support specific functional or programmatic roles while leveraging partners for specialized scientific expertise.
As stated in the RFI, the Government is interested in a contractor's experience in the three main areas. Question 4 is the contractor's opportunity to demonstrate how capability or experience gaps in any of the three areas would be addressed.
3 RFI, pg. 3
The RFI asks "If OASIS+ contracts are held, list of domains where the contractor has contracts." Will the Government provide clarification on whether this refers to awarded OASIS+ domains, or to a list of Task Order awards under each domain?
Given GSA delays in awarding the vehicle, and the low volume of initial task orders to date, a list of awarded domains is likely to provide greater insight to the Government.
A list of task order awards is not necessary.
The Government is primarily interested in awarded domains under which a contractor can receive task order awards.
4 General Question Is this RFI limited to contractors that are currently on GSA OASIS+ or can any contractor submit a response?
The Government is primarily interested in the capability of OASIS+ to support this potential requirement.
5 RFI - Submission Instructions
Request confirmation as to whether firms that do not currently hold OASIS+ contracts as prime contractors may be considered as subcontractors or teaming partners as part of DHS S&T’s market research assessment for this requirement.
At this time, the Government is interested in contractors who hold OASIS+ contracts as the prime.
