This Broad Agency Announcement from the Defense Threat Reduction Agency solicits proposals for innovative research and development projects focused on countering weapons of mass destruction across six technology areas at Technology Readiness Levels 2 through 6. Proposals will be evaluated based on technical merit, cost, and transition potential with the solicitation period running from November 2016 through October 2021 and accepting submissions on a rolling basis. Addendums may provide additional targeted topics with defined deadlines.

There is no set-aside designation specified. Science and Technology Initiatives BAA, Amendment 2

This attachment is the posting of AMENDMENT 2 of this BAA. Offerors should review this amendment in its entirety.

Offerors should note that all pre-coordination submissions and proposals received prior to today, 27 November 2018, will be considered under the terms and conditions of the BAA version active at the time of their submittal.

Offerors should also note that this Amendment #2 omits the choice to conduct pre-coordination, and adds the requirement to submit a white paper prior to invitation for full (Phase II) proposal. From today, 27 November 2018 forward, all new submissions must conform to Amendment #2 requirements.

**THIS INSTRUCTION APPLIES TO ADDENDUM 2 TO THE SOLICITATION**   entitled:
"Countering Small Unmanned Aircraft Systems".  The schedule for "Notifications of proposal review to Offerors by e-mail" identifies "On Or About 31 January 2018".  Notifications of proposal review to Offerors by e-mail were delayed beyond the 31 January target date. Notifications are in preparation and will be issued as soon as possible.

CLARIFICATION NOTICE ADDENDUM #2: A time was not specified for the 8 September 2017 Addendum #2 proposal submission deadline. The deadline is 11:59 PM EDT on 8 September 2017. All documents must be uploaded and the proposal must be submitted by 11:59 PM on 8 September 2017. It is advised, however, that offerors not wait until the last moment, in case there is any issue in transmission.

This BAA is an extramural endeavor focused on innovative research and development (R&D) activities and related study efforts that advance technical state-of-the-art or increase knowledge and understanding of overarching challenges for countering WMD. The purpose of this BAA is to solicit proposals for DTRA J9 program requirements.
The focus of this BAA is on discovering and accelerating innovations through three broad technical approaches that contribute to DTRA overarching research, development, technology, and engineering (RDT&E) goals. Analytic investigations; Innovative capability research and development; and Mission-oriented experiments. Projects funded under this BAA will be analytic investigations, capability developments and/or experiments at Technology Readiness Levels (TRL) 2 through 6.
This BAA is in effect from November 2016 through October 2021 and is open continuously for submissions to the R&D TAs during this time. The Government reserves the right to amend the BAA at any time to capture, but not limited to, ongoing, new or emerging requirements with new or different R&D Technology Areas. On a limited basis, Addendums to this BAA may be published that detail more specific or urgent topics. Offerors should note that the topics posted in Addendums are likely to have formal proposal deadlines and be available for a limited time.
