Addendum #2
Administrative Questions and Answers—UPDATED 5September2017
1. Due to the scope of the formal proposal and internal review process requirements, will DTRA entertain any extensions to the formal proposal receipt deadline for Addendum #2?
DTRA is not providing any extensions to the deadline of 8 September 2017 detailed in Addendum #2 to
HDTRA1-17-S-0002.
2. Can the BAA review team provide any information on the number of selected papers to proceed to proposal?
Information on the number of pre-coordination white papers will not be provided at this time.
3. While reviewing all the HDTRA1-17-S-002 documentation to ensure we deliver a compliant proposal we noticed that no budget information was presented. Is there any applicable budget information available?
No budget information is provided in the Addendum because the budget is dependent on the proposed project.
4. When we log into the DTRA submission website, and select the HDTRA1-17-S-0002 BAA, the only option seems to be "Phase II Proposal Preparation". Should we use that link or will a Phase I button be added in the near future?
Use the "Phase II Proposal Preparation" option.
5. Is the Volume 1 page limit 15 or 25 pages?
Formal proposal submissions to Addendum #2 Countering small Unmanned Aircraft Systems (C-sUAS) should be made in accordance with the guidance provided in HDTRA1-17-S-0002, Science and
Technology New Initiatives BAA. Section 6.4.1 of Amendment 1 to HDTRA1-17-S-0002 states the following: "Volume I – Technical Proposal. The technical proposal must not exceed 25 pages. A page is defined as 8½ x 11 inches, single-spaced, with one-inch margins in type not smaller than Times New
Roman, 12 point font. Technical proposals that do not conform to these requirements will not be reviewed."
6. Reference: Section 6.4 Proposal Submission and Content, p. 10: Please confirm that the table of contents and glossary of acronyms are NOT included in the page count for each volume.
The referenced 25 pages for the technical proposal is inclusive of all submitted information, including the table of contents and acronyms.
7. Reference: Section 6.4 Proposal Submission and Content, p. 10: Please confirm whether Times New
Roman 10pt is acceptable for tables and graphics.
In accordance with the BAA, font must not be smaller than Times New Roman, 12 point font.
8. Regarding Paragraphs 3.8.5 and 24: Our organization already has an approved accounting system.
Given that, are we still required to submit a Modified Pre-Award Checklist?
In accordance with the BAA, modified pre-award checklists are required for all offerors recommending a cost type contract irrespective of system status.
9. We inadvertently referenced AOI-2 when submitting our Quad chart and White Paper, even though our concept and written discussion was aimed toward AOI-1. We intend to submit against AOI-1 but wonder how we should note this issue in the proposal to avoid any confusion by the reviewers. Note that our proposal will meet some but not all of the requirements of AOI-2, in addition to covering AOI-

As detailed in the Addendum, submissions may span one of more of the areas of interest. Offerors should submit formal proposals to the primary area of interest. Secondary areas of interest may be referenced as well.
10. For Addendum 2, is an offeror allowed to submit separate White Papers and Proposals for numerous
Areas of Interests?
There is no limit on the number of unique White Papers and Proposals that may be submitted.
However, per Section 7.2 of the BAA, "Each proposal submitted may address one TA or Topic only. If a single submission applies to more than one TA or Topic, the Offerer should select the most appropriate
TA or Topic and reference in the submitted proposal the other TAs or Topics to which this submission may also apply."
11. Would it be possible for you to prioritize the four different task orders we included in our whitepaper to help guide our proposal response?
DTRA will not provide further pre-coordination information on this submission.
12. We were notified below that a full proposal is desired, but we have numerous questions on how, and what to really submit. Can you help me get in touch with the right person or persons there to discuss a path forward?
DTRA will not provide further pre-coordination information on this submission.
13. Section 3.6.2 dictates the use of encrypted or password protected FOUO pre-coordination submissions via this email address. Would using AMRDEC SAFE to transfer files (with a destination address of this email address) be viewed as a suitable vehicle?
Yes, AMRDEC SAFE is an acceptable method for transfer of your submission.
14. The main BAA describes a maximum of TRL 6 developed under this BAA (Para. 2.3) Addendum 2, however, seems to imply that a TRL 7 is desired (Para. 3.3) in that "Proposals which can achieve a field-able prototype status ... will be more strongly considered". Can you clarify or rectify these two statements?
DTRA does not believe there is a discrepancy in the guidance provided. TRL 6 is a prototype tested in a relevant environment which is indicative of being ready to move on to testing in an operational environment (TRL7) even if the prototype has not yet been tested in that operational environment.
