About this opportunity

The Department of Defense Education Activity seeks a single awardee to provide School Information Center Materials Jobber services—a firm-fixed-price IDIQ contract for customizable selection, acquisition, and delivery of books, eBooks, audiobooks, multimedia, and interactive digital resources to DoDEA schools worldwide—with proposals due May 18, 2026. This is a Women-Owned Small Business (WOSB) set-aside, foreclosing open competition.

Place of performance includes Alexandria, Virginia (administrative) and subordinate DoDEA school locations across three geographic regions: Americas (50 schools), Europe/Middle East (64 schools), and Pacific (46 schools), plus a virtual K-12 program; print materials ship FOB Destination to multiple CONUS and OCONUS school addresses specified in delivery orders. The contract covers a five-year ordering period for supplies and a one-year base performance period for services with four one-year option periods.

Core requirements include a contractor-hosted eBook platform interfacing with MackinVision and authenticating via Google login; a cloud-based 24/7/365 selection and acquisition tool with daily database updates, advanced search, two-level approval, flexible discounting, quotation service (5-day turnaround), bulk ordering, and collection analysis; MARC records compatible with MackinVision; pre-processing (barcodes, labels, RFID tags per DoDEA specs); twice-yearly expenditure reports; and four 2-hour synchronous regional webinars annually. Personnel with access to DoDEA data must be US citizens; Privacy Act compliance and DoD privacy training required before data access. FedRAMP Level 2 compliance mandated for cloud services (with waiver provisions). Section 508 accessibility standards, OCR in five specified formats, and SCORM compliance for digital modules required. Performance standards include maximum one unscheduled platform downtime per semester, 99 percent MARC and pre-processing accuracy (correctable within three business days), 100 percent accurate expenditure reports, 90 percent webinar satisfaction, and 95 percent on-time print delivery; technical support must acknowledge requests within two hours and resolve 90 percent within one business day.

The contract minimum guarantee is $10,000 with a maximum ordering amount of $20 million across the entire contract period. NAICS code is 611710, Educational Support Services, with a size standard of $24 million. Large business offerors must submit a Small Business Subcontracting Plan with goals across six socio-economic categories. Evaluation weights non-price factors (technical approach, past performance, small business participation) as more important than price. Questions were due April 29; Amendment 0001, effective May 5, added FAR 52.222-90 (DEI discrimination compliance), incorporated Q&A responses, and introduced additional contract clauses. Offerors must acknowledge receipt of the amendment. Solicitation number is HE125426RE021.
