About this file

This is an attachment providing instructions for large business offerors to submit a Small Business Subcontracting Plan as part of their federal contract proposal.

All large business offerors are required to submit a comprehensive Small Business Subcontracting Plan that outlines their strategy for utilizing small businesses in contract performance. The plan must include stated percentage goals for subcontracting with six socio-economic categories: small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), HUBZone small business, small disadvantaged business (SDB), and women-owned small business (WOSB). Offerors must provide both the percentage of total subcontracting dollars and the percentage of total contract dollars allocated to each category, along with the total dollars planned for subcontracting to each group. The plan must describe the principal types of supplies and services to be subcontracted and identify which types are planned for each small business category. Additionally, offerors must explain the methodology used to develop subcontracting goals and identify potential sources for solicitation, and clarify whether indirect costs are included in the subcontracting goals with a description of the method used to allocate proportionate indirect costs to each category.

Submission requirements specify that the subcontracting plan must be submitted as a separate document from the proposal via email to the contracting officer as specified in the solicitation. All socio-economic category submissions must be SBA certified. Offerors should use a standardized table format presenting the small business categories, percentage of total subcontracting dollars, percentage of total contract dollars, and total dollars planned for each category.
