About this opportunity
The United States Embassy in Mexico is seeking to procure Schneider Electric spare parts for the HVAC system at the New Embassy Compound (NEC) in Mexico City through a sole-source procurement. The procurement specifically involves five Variable Frequency Drives (VFDs) with part numbers ATV212HD75N4, ATV212HD37N4, ATV212HD30N4, ATV212HD22N4, and ATV212HD15N4 that serve chilled water pumps, air handling units, and HVAC fans. All responsible sources may submit proposals provided they comply with RFQ requirements and are registered in the System for Award Management (SAM) at the time of proposal submission, as failure to maintain active SAM registration will render proposals non-responsive. The government may award the contract based on initial offers without discussion, resulting in a firm-fixed price purchase order. The proposal submission deadline is August 29, 2025, giving potential offerors a two-week response window from the posting date of August 14, 2025.
This procurement does not utilize any set-aside designations and is open to all qualified vendors. The single source justification document identifies Schneider Electric as the sole approved supplier, emphasizing that exact brand and model specifications are critical to maintain system integrity, preserve existing warranties, and ensure compatibility with the current HVAC infrastructure. The total estimated procurement value is $19,000 USD for the five specified VFD units. The justification cites Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for brand-name requirements, noting that substituting different brands or models would jeopardize system performance, void warranties, and potentially introduce significant costs, delays, and safety concerns. The procurement documents were recently certified with signatures from the Deputy Facility Manager and Contracting Officer dated July 31, 2025, and August 4, 2025, respectively.
