About this file

This Single Source Justification document from the Department of State's Overseas Post Mexico City New Embassy Compound seeks approval to award a sole-source contract to Schneider Electric for HVAC system spare parts. The procurement involves five specific Schneider Electric Variable Frequency Drives (VFDs) with part numbers ATV212HD75N4, ATV212HD37N4, ATV212HD30N4, ATV212HD22N4, and ATV212HD15N4, serving chilled water pumps, air handling units, and HVAC fans. The total estimated value is $19,000 USD, and the justification emphasizes the critical need to use the exact brand and model to maintain system integrity, preserve warranties, and ensure compatibility with the existing HVAC infrastructure at the new embassy compound.

The document cites Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for brand-name justification, highlighting that substituting different brands or models would jeopardize system performance, void warranties, introduce significant costs and delays, and potentially compromise safety and regulatory compliance. The procurement is certified by the Deputy Facility Manager and the Contracting Officer at the U.S. Embassy in Mexico City, with signatures dated 7/31/2025 and 08/04/2025 respectively, indicating the document's recent preparation and imminent procurement process.

CITED

These Schneider Electric Variable Frequency Drives (VFDs) are essential for the proper operation, efficiency, and reliability of the facility’s HVAC system. Each model — serving chilled water pumps (CWPs), air handling units (AHUs), and HVAC fans — has been specifically selected to match the engineered control sequences, motor capacities, and energy optimization strategies designed into the system.

Substituting different brands or models would jeopardize system integrity, void warranties, introduce significant costs and delays, and potentially compromise safety and regulatory compliance.

Given the scale and investment of this capital project, maintaining full warranty compliance is critical. Using the specified Schneider Electric brand and models ensures seamless integration, preserves the project’s long-term value, and protects against avoidable financial and operational risks.
