About this opportunity
The Federal Bureau of Prisons, Federal Correctional Institution (FCI) Danbury, Connecticut, is procuring 20 Scott Safety SCBA (Self-Contained Breathing Apparatus) Cylinders under Solicitation No. 15B20325Q00000033. The specific cylinders required are 60-minute duration, carbon material, 4,500 psi pressure units with Part Number 804723-01, intended to replace existing cylinders for SCOTT Air-Pak 75 SCBA units. This procurement is being conducted on a brand-name basis due to safety and compliance requirements, as only Scott-manufactured cylinders are compatible with the existing equipment to maintain NIOSH certification and OSHA compliance. The government will evaluate quotes based on three factors: price (fairness and reasonableness), past performance (prior experience with similar requirements), and technical capability (ability to meet delivery and specification requirements). The solicitation was posted on September 4, 2025, with quotes due September 11, 2025, at 12:00 p.m. EST via email submission only to k1riley@bop.gov.
This acquisition is designated as a Total Small Business Set-Aside under NAICS code 333912 (Air and Gas Compressor Manufacturing) with a size standard of 1,000 employees. No incumbent contractor is identified in the solicitation documents, though multiple authorized Scott Safety distributors exist in the market. While no specific contract value is disclosed, payment will be made by Government Purchase Card for awards under $10,000 or Electronic Funds Transfer for awards of $10,000 or greater, with Net 30 payment terms. The 20 SCBA cylinders must be delivered to FCI Danbury at 33-1/2 Pembroke Road, Route 37, Danbury, CT 06811, with deliveries restricted to weekdays between 7:00 a.m. and 1:00 p.m. ET, excluding weekends and federal holidays. The resulting contract will be a single firm-fixed price agreement, with quotes required to remain valid for 30 calendar days after the closing date.
