About this opportunity

The Department of Energy Office of Science is soliciting proposals for the design, assembly, and teardown of temporary scaffolding to support a facility decommissioning project at Argonne National Laboratory's Building 361. The contractor will be responsible for providing scaffolding services in two separate pre-accelerator enclosures (rooms K018 and K017) to facilitate the disassembly of legacy voltage multiplier and ion source generator components from a decommissioned neutron source facility. The scaffolding must meet strict safety standards including OSHA requirements, with specific design criteria for load-bearing capacity, stability, guardrails, and access methods. This procurement will be evaluated using a lowest price, technically acceptable methodology, and contractors must submit comprehensive safety documentation including Job Safety Analysis, Corporate Safety Plan, and demonstrate OSHA compliance with experience modification rates of 1.0 or less. Proposal responses are due by 5:00 PM CST on June 25, 2025, with any questions directed to the Contracting Officer.

This solicitation does not utilize any set-aside designations and is open to all qualified contractors. No incumbent contractors or potential award values are specified in the documentation, though the contractor must maintain substantial insurance coverage including $2 million in general liability and $1 million in automobile liability. The project timeline indicates a period of performance from September 2024 to December 2024, with work to be performed during normal business hours of 7:00 AM to 3:30 PM, Monday through Friday. The place of performance is specifically at Argonne National Laboratory in Lemont, Illinois, where the contractor will provide complete scaffolding design, erection, inspection, and removal services for the two separate decommissioning spaces. The solicitation requires contractors to demonstrate extensive safety qualifications and submit detailed technical documentation as part of their proposal response.
