Background The Intense Pulsed Neutron Source (IPNS) was an accelerator-based spallation neutron source facility dedicated to condensed matter research at Argonne National Laboratory (ANL). IPNS was shut down in December 2007 after 26 years of operation.

The H- ion source and associated equipment are housed in the terminal of a 750Kev Cockcroft-Walton pre-accelerator. The decommissioning of the facility will largely involve dismantling and removing the accelerator operational components and instruments. Selective demolition of the facility components and support equipment will be accomplished by conventional methods that have been used on decommissioning projects at Argonne.

Limited access, elevations, and space constraints necessity the construction of a scaffolding system to provide a safe working surface at elevations to permit worker access to equipment for disassembly.

Scope The contractor shall furnish all labor, equipment, materials, supplies, guarantees and warranties, transportation, qualified supervision, and any other items necessary to complete the work described herein. All work shall be performed in accordance with all provisions of applicable law, regulation or code and the specifications included in this package. All work shall be performed during normal business hours, between 7:00 am – 3:30 pm, Monday through Friday. If necessary, additional hours will be scheduled as needed and as mutually agreed upon. The contractor is expected to protect all work and staging areas during the course of the work.

Scaffolds shall be designed by a qualified person and shall be constructed in accordance with that design.

Site Inspection It is expected that the Contractor has visited the site and has become thoroughly acquainted with all conditions relative to the site, work location and all other matters which might affect the work to be performed. Bidder's proposals shall include all incidental items as required to complete the work specified or shown in the contract documents.

Supervision By Contractor The Contract stipulates that the Contractor shall, at all times during the progress of the work, provide a competent supervisor. This supervisor shall be vested with the necessary authority to direct and schedule the work of the Subcontractors, who may be engaged in the work and represent his/her firm in matters that may be referred to him/her by the authorized Laboratory representative.

Safety The Contractor shall be responsible for ensuring a safe and healthful work environment, compliance with the applicable OSHA and DOE standards and for the supervision, coordination and safe execution of the work. The Contractor shall at all times follow established safety procedures as contained in the Contractor’s Safety and Implementation Program and Job-Safety Hazard Analysis as well as facility and operation-specific safety procedures. Additionally, the individual must follow safe work practices, comply with permit requirements, immediately report to the supervisor any conditions that may lead to an incident, and participate in appropriate training for job assignments.

All scaffolding used on the project shall be erected and used in accordance with requirements specified in 29 CFR 1926 Subpart L. Each scaffold and scaffolding component shall be inspected by Argonne once it is brought on site, prior to erection. Rejected items shall be removed from the worksite. When scaffolding is required for a job, a competent person is to provide guidance for erecting scaffolds. Workers erecting scaffolding shall be trained and qualified in the type of scaffolding being erected and be familiar with 29 CFR 1926 Subpart L requirements.

When a scaffold work level is 4 feet or more above a walking/working surface, whether it is used for construction or non-construction work, workers on the scaffold must use approved fall protection. Fall protection may be achieved with the use of a body harness and lanyard, or with the use of guardrails (top and midrails) and toe boards.

Objectives Scaffolding design is a critical component in ensuring both safety and efficiency. The design shall meet all Argonne requirements, comply with safety standards, and accommodate project needs.

Needs and Requirements The scope of work, being performed and the specific requirements of the project require the ability to access equipment components at elevations. The work requires manual disassembly and handling of the voltage multiplier and ion source generator components.

Design must provide allowance for necessary hoisting and lifting of material and equipment from elevations.

The height and reach needed for the scaffolding must allow access all work areas effectively. Platforms and walkways shall be as wide as feasible and at least 18 inches (46 cm) wide and shall be protected from fall hazards by the use of guardrails.

Load Requirements: The scaffolding will need to support workers, tools, materials, and any dynamic loads.

Stability and Rigidity: Design for stability, using diagonal bracing and ensuring proper foundation support, including leveling and reinforcing if necessary.

Access and Egress: Include safe and convenient access methods, such as stairs and ladders.

Guardrails and Safety: Incorporate guardrails and toe boards.

Design Criteria

1. Standards and Codes: Adhere to all site, local, national, and international scaffolding standards and regulations.

Load Limits: Clearly define and communicate load limits for each part of the scaffolding.

Inspection: Plan for regular inspections to ensure the scaffolding remains in good condition and compliant with safety standards.

Design Documentation
