About this opportunity
The United States Air Force 354th Contracting Squadron at Eielson AFB, Alaska published a Limited/Sole Source Justification Notice for the procurement of one Boiler Room SCADA system designed to monitor two Cleaver Brooks Hawk 4500 combustion control PLCs. The system includes comprehensive hardware, software, full SCADA software licenses, real-time data acquisition capabilities, user-friendly interfaces, a PC workstation with high-resolution monitor, and system integration services. The sole source justification is based on the awarded vendor being the only company that installed the previous equipment and possesses the necessary historical data and system compatibility expertise specific to the existing boiler room equipment in building 3351. The Air Force determined this procurement was critical to prevent potential widespread heating outages across the base, as their current equipment had become obsolete. Contract FA500425P0069 was awarded on September 30, 2025, with the contract value listed at $46,178.96 according to supporting documentation. The procurement was executed under FAR Part 13 Simplified Acquisition Procedures, with the contracting officer determining that only one source was reasonably available for this specialized SCADA monitoring system requirement.
Notice text
The United States Air Force, 354th Contracting Squadron, Eielson AFB, AK, awarded a firm-fixed-price purchase order for the procurement of the supply of one Boiler Room SCADA system, designed to monitor two Cleaver Brooks Hawk 4500 combustion control PLC’s. The system will include hardware, software, and related services.
The purchase was executed using FAR Part 13, Simplified Acquisition Procedures, under the authority of FAR 13.106-1(b)(1)(i), which permits soliciting from a single source when the contracting officer determines that only one source is reasonably available. The company this was awarded to is the only responsible source capable of providing this equipment, as they are explicitly the company to install the previous equipment.
This J&A documents the rationale for the sole-source award made under simplified acquisition procedures.
Awarded contract FA500425P0069 to unknown vendor for unknown amount on 2025-09-30.
