About this opportunity
The U.S. Department of State's Narcotics Affairs Section is soliciting quotations for tactical and rescue equipment to support border security efforts between the United States and Mexico. The Request for Quotations (RFQ) seeks 37 different line items totaling 925 pieces of equipment, including tactical gear such as multi-wraps, elbow and knee pads, gloves, helmets, goggles, search lights, multi-tools, recovery straps, binoculars, and first aid kits. Vendors must be registered in the System for Award Management (SAM) and provide equipment from manufacturer-approved channels, with specific brand equivalents like Condor, 5.11, Breacher, and Galvion permitted. The contract will be awarded to the lowest-priced, technically acceptable quoter, with quotations due by May 21, 2025, and pricing to remain valid for 60 days. Evaluation criteria will focus on meeting technical specifications, compliance with federal procurement regulations, and providing new, unopened equipment that meets specified standards.
The solicitation does not have a specific small business set-aside designation and will be open to all qualified vendors. The place of performance is located in Brownsville, Texas 78521, where vendors must deliver all equipment within 30 business days of order placement to a U.S. Logistics Center. The procurement is part of a long-term bilateral effort to detect, deter, prevent, and mitigate criminal activity along the U.S.-Mexico border, with the total quantity of equipment spanning 925 pieces across 37 distinct line items. While specific award values are not explicitly stated, the comprehensive nature of the equipment list suggests a substantial procurement investment. The contract falls under NAICS Category 33399 (All Other General Purpose Machinery Manufacturing) and PSC Category 3450 (Machine Tools, Portable), indicating the specialized nature of the equipment being procured.
