About this opportunity

The U.S. Department of Transportation Maritime Administration seeks replacement and installation of a Load Moment Indicator system on an Appleton Marine crane aboard the self-propelled crane barge MARY ANN (FS-65), with quotations due September 9, 2026 at 1:00 PM (PT). This is a total small business set-aside.

Place of performance is Benicia, California. All firms must attend a mandatory site visit on or before September 1, 2026, coordinated with Joe Pecoraro at joe.pecoraro@dot.gov or (707) 747-7801. Questions are due September 2, 2026 at 1:00 PM (PT).

The turnkey scope includes removal and disposal of the existing obsolete Markload LMI system, procurement and installation of a new 24-volt DC Load Moment Indicator system directly from the manufacturer (Appleton Marine), onsite Appleton Marine technical support for installation and programming, operational testing, and OSHA certification of the crane. All work must be completed within 30 days from start aboard the vessel and must comply with ABS, USCG, OSHA, and DOL standards. The contractor is responsible for labor, materials, equipment, hazardous waste handling and disposal, gas-freeing or inerting, welding per ABS/USCG/AWS standards, surface preparation and painting, and cleanup.

Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a single responsible quoter. Only the lowest priced offer will be evaluated for technical acceptability; if unacceptable, evaluation continues in price order until a technically acceptable offer is identified. Quoters must submit technical narratives (maximum five pages), project schedules in Gantt format, subcontractor listings for services exceeding $10,000, relevant project experience (up to three projects from the past five years), and pricing for fully burdened hourly rates for supplemental labor. Supplemental work authorization carries a $10,000 per authorization ceiling. NAICS code 336611 applies; SAM registration is required. Service Contract Labor Standards wage determinations apply based on California counties (Alameda, Contra Costa, or Solano).
