About this file
This is a Statement of Work (SOW) for the replacement of an obsolete Load Moment Indicator (LMI) System on an Appleton Marine crane (Model EB190-80-40, Serial Number 11213) owned by the Maritime Administration (MARAD), Department of Transportation. The crane is mounted aboard the self-propelled crane barge FS-65 MARY ANN, located at Suisun Bay Reserve Fleet in Benicia, California. The work must be performed in the San Francisco Bay area, including up-river areas of Sacramento and Stockton, either onsite at SBRF or at the contractor's facility.
The core services require the contractor to completely remove the existing obsolete Markload LMI System, including all sensors, junction boxes, cabling, display and control units, and system wiring from the crane cab. The contractor must then purchase a new, complete 24-volt DC Load Moment Indicator system directly from the original manufacturer, Appleton Marine, Inc., and employ Appleton Marine's on-site technical support for installation and programming. Installation and connection of all LMI components must follow direction from the Appleton Marine Field Engineer, followed by operational testing to satisfy both the Appleton Marine Field Technician and customer, and re-certification of the crane by an OSHA-certified inspector. The contractor is responsible for all labor, materials, equipment, hazardous waste handling and disposal, gas-freeing or inerting of affected spaces, welding per ABS/USCG/AWS standards, surface preparation and painting, and cleanup. The SOW also provides for supplemental work with an estimated not-to-exceed of 20 supplemental labor hours at a fully burdened hourly rate and $2,000 for supplemental materials and subcontracted services, all at pass-through cost. All work must comply with regulatory bodies including ABS, USCG, OSHA, and DOL, and follow highest maritime standards and OEM installation instructions.
