About this opportunity

The Space Development Agency seeks innovative algorithms for target recognition and tracking in complex overhead persistent infrared sensor imagery through a Small Business Innovation Research opportunity. Proposals are invited under SDA's BAA HQ085021S0001 to create a modeling and simulation framework to evaluate target recognition and tracking algorithms for fast moving targets such as hypersonic glide vehicles and cruise missiles. Phase I awards up to $250,000 are available for 12 months to develop the framework, with Phase II involving further algorithm development and validation testing using government sensor data with awards up to $1,700,000 for up to 24 months. Questions are due by March 25, 2021 and proposals are due by April 27, 2021.

There is no set-aside designated for this opportunity. The primary NAICS code is 541715 for computer facilities management services and the PSC code is R425 for research and development of space vehicles. Phase I awards are limited to $250,000 for 12 months of work, while Phase II awards are limited to $1,700,000 for up to 24 months. This opportunity seeks to support national defense capabilities by recognizing targets such as hypersonic glide vehicles, cruise missiles, and re-entry vehicles within 12 to 24 months through the innovative algorithms developed.

Notice text

The Space Development Agency (SDA) is issuing an SBIR/STTR Opportunity (SBO) inviting submissions of innovative research concepts supporting the advancement of our national defense space capabilities. In particular, SDA is interested in emerging algorithms for recognizing and discriminating fast moving, maneuverable targets from decoys and clutter in complex scenes that overhead persistent infrared (OPIR) sensors capture from space. High velocity, maneuverable targets include, but are not limited to, hypersonic glide vehicles, hypersonic cruise missiles, maneuvering re-entry vehicles, and glide vehicles, in addition to ballistic missiles and dim upper stages.

This SBO is issued under the SDA Broad Agency Announcement (BAA) for SBIR/STTR, HQ085021S0001. All proposals in response to the technical area(s) described herein must be submitted in accordance with the instructions provided under HQ085021S0001, found here: https://go.usa.gov/x724e/. Please see the attachment for details.
