About this opportunity
The U.S. Department of Agriculture Forest Service is seeking a small business contractor to perform reforestation services within the Sawmill Liebre Project Area of the Angeles National Forest's Tujunga Ranger District. The project involves hand grubbing a five-foot radius circle down to mineral soil around live planted and natural seedlings across 626 acres to improve tree survival and growth. Contractors must be registered in the System for Award Management (SAM) to be eligible for award, and the solicitation will evaluate offers based on two primary factors: past experience with similar reforestation projects within the past three years and price reasonableness. All questions must be submitted by March 14, 2025, at 1:00 PM Mountain Standard Time, with quote submissions due by March 21, 2025, at the same time. A mandatory site visit was scheduled for March 5, 2025, from 9:00 AM to 12:00 PM Pacific Time at the Los Angeles Gateway Ranger District office.
The solicitation is a 100% small business set-aside under NAICS code 115310 (Support Activities for Forestry) with a small business size standard of $11.5M. This is a new contract with no incumbent contractor, focusing on a firm-fixed-price procurement for commercial forestry services. The project covers 13 distinct units across the Angeles National Forest, including areas such as Sawmill Campground, Maxwell, Upper Shake, and others, with approximately 74,320 trees to be treated. The period of performance is 60 days from contract award, and the work involves releasing approximately 119 trees per acre with specific quality standards requiring 95% of planted/natural conifers to have properly executed grub circles. The place of performance is in California, specifically within the Tujunga Ranger District of the Angeles National Forest, with contractors required to follow strict environmental protection guidelines and incur penalties for any damage to seedlings.
