About this file

This document is a Questions and Answers (Q&A) amendment for Solicitation Number 127EAT25Q0011 for the Sawmill Liebre Reforestation Project Area in the Angeles National Forest's Tujunga Ranger District. The solicitation is a 100% small business set-aside using NAICS code 115310, with quotes due by March 21, 2025. The project involves the release of Government seedlings utilizing hand grubbing within a five-foot radius circle, targeting previously planted trees from last year and earlier, as well as natural trees found in the unit. Grubbing will be done down to mineral soil, with special considerations for plants with rhizomes, and will not include trees planted in 2025.

The solicitation is part of a larger reforestation effort that includes two related contracts: 127EAT25Q0008 for herbicide spraying and 127EAT25Q0015 for planting 24,563 Government-furnished tree seedlings across 285 acres in areas burned by the Lake Fire of 2020. The project's spacing is estimated at 19 x 19 feet based on a Fall 2024 inventory, and the period of performance is 60 days from contract award. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for the award.

Solicitation Number: 127EAT25Q0011

COMBINED SYNOPSIS/SOLICITATION

Solicitation Number 127EAT25Q0011

Sawmill Liebre Reforestation Project Area Angeles National Forest Tujunga Ranger District

ISSUED: February 21, 2025 12 March 2025 14 March 2025

Amendment 0004

Question 1: It's there a possibility of we can work on this project through SBA 8a program again.

Answer: This is a 100% small business set-aside using NAICS 115310. If you are interested in this requirement, please provide a quote by the closing date of 21 March 2025.

Question 2: We are performing independent research on the Combined Synopsis/Solicitation (127EAT25Q0011). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is a new contract.

Question 3: How large is the radius for the grubbing?

Answer: 5-foot radius for grub circle/square

Question 4: Is there a limit on tree height for trees to be released?

Answer: No. In the past two years I directed them to not worry about trees that were 5 foot or taller from the ground as they were free-to-grow and generally above the brush and other competing vegetation. Looking at it now it would be good to treat all the trees that were planted or natural that came in after the fire to have a complete release.

Question 5: If there are multiple trees in the grubbed circle/square does each one need to have a 5-foot radius grub or just leave them grubbed to the 5-foot radius circle/square around one seedling?

Answer: If they start with one seedling with grubbing and there are other seedlings within the 5-foot grub circle to consider them grubbed and not grub another 5-foot circle around each one within the circle. If a tree is outside the grub circle that tree would need grubbing to a 5-foot circle.

Question 6: In the grubbing around each seedling how close do you remove the vegetation? I gave them a diagram of the release specifications according to the contract. Down to mineral soil and to 11/2 inches below surface for some types of vegetation.

Answer: Down to mineral soil except for plants that have rhizomes like certain brush species which are to be cut within 1 ½ inches of the ground. See release specification handout attached to this solicitation.

Question 7: I've been corresponding with the point of contact for 127EAT25Q0008. Their project is for herbicide spraying in the same units as your project, which I was told was for planting. Looking at the specifications and price schedules for both projects, they only mention grubbing/tree release. Do you happen to have specifications for the seed/seedling planting portion of your project? Does it also include grubbing? If so, would the same trees be grubbed twice between both projects?

Answer: 127EAT25Q0008 is for herbicide spraying only within the same units as 127EAT25Q0011 and 127EAT25Q0015.

127EAT25Q0011 is for release of Government seedlings utilizing hand grubbing within a five (5) foot radius circle within the same units as 127EAT25Q0008 and 127EAT25Q0015.

127EAT25Q0015 is for planting Government furnished tree seedlings in plantations and native stands burned in the Lake Fire of 2020. Planting consists of seedlings within stipulated units for a total of 24,563 trees over 285 acres within the same units as 127EAT25Q0011 and

127EAT25Q0008.

Question 8: I am reaching out to see if you can give us some clarification on Sol 127EAT25Q0011. From what I am reading on the attachments provided on SAM.GOV and from what our foreman took from the site visit is that this solicitation is for Grubbing of already planted trees. Or is this solicitation for both, planting and grubbing? I am asking this because Sol127EAT25Q0008 which came out on March 7 have the same map and prescriptions and bid sheet as Sol 127EAT25Q0011. I reached out to the POC for questions for Sol 127EAT25Q0008 and I was told that Sol 127EAT25Q0011 is for seed planting.

Answer: This solicitation is for release of Government seedlings utilizing hand grubbing within a five (5) foot radius circle.

Question 9: Do we grub only previously planted and natural trees from previous years? Or do we grub all planted and natural trees including those if planted this year?

Answer: Grubbing will be done on previous planted trees, that is trees planted last year and the years before in addition to any natural trees found in the unit. Grubbing will not be done on trees planted this year (2025).

Question 10: And do we use 19 X 19 foot spacing for planted trees in either scenario? or just all planted trees.

Answer: The 19 x 19 spacing is an estimate of spacing as in the number of trees to release. Based on an inventory done in the Fall of 2024. Grubbing will be done on all live planted trees plus all live natural trees.
