The procurement requires contractors to furnish all labor, supervision, materials, tools, supplies, transportation, licenses, certificates, permits, personal protection equipment, professional services, and equipment necessary to complete the septic system replacement project. Key work components include installing a 4,000-gallon septic tank and 2,000-gallon tank with floating dosing device, implementing a single-pass lined sand filter, constructing a sewer manhole, and creating an infiltration gallery. The solicitation follows a best value continuum tradeoff evaluation process, with technical and past performance factors being approximately equally important to pricing considerations. An organized site visit is scheduled for July 16, 2025, at 10:00 am ET, and proposal submissions are due by July 31, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 238910 for Site Preparation Contractors, with no current or incumbent contractors identified in the solicitation documents. The estimated contract value ranges between $250,000 and $500,000, with the National Park Service anticipating award of a firm fixed-price contract. The performance period is established from August 1, 2025, to January 30, 2026, with project completion required by December 30, 2026. Work will be performed at the Saratoga National Historical Park visitor center located at 648 Route 32, Stillwater, NY 12170. The project requires comprehensive documentation including shop drawings sealed by a New York licensed engineer, weekly progress photographs, and adherence to Davis-Bacon prevailing wage requirements, with an archaeological monitor observing all ground-disturbing activities throughout the construction process.
