About this opportunity

The Department of the Interior National Park Service Northeast Region is soliciting bids for the design and manufacture of two reproduction American 6-pound cannon carriages for Saratoga National Historical Park in Stillwater, New York under Request for Quotation (RFQ) Number 140P4326Q0020. The contractor must produce historically accurate "Muller" pattern traveling carriages using white oak wood components and forged or cast steel or ductile iron hardware, with all metal components painted in a white primer followed by two coats of black semi-gloss rust-inhibiting paint. Key contract requirements include conducting an onsite site visit to measure existing cannons and carriages, developing design drawings for National Park Service review, providing all project management and materials, maintaining workers' compensation and liability insurance, complying with OSHA and environmental regulations, and submitting a safety plan upon acceptance. The Government will evaluate offers based on four factors of approximately equal importance: technical competence (including required insurance), experience (minimum three similar projects within the past five years), past performance (three examples of recent similar projects with detailed information), and price (evaluated for realism and reasonableness). Quotations must be received by 10:00 AM EDT on April 24, 2026, submitted via email to Mari Tolleson at mari_tolleson@ios.doi.gov, with questions directed to the same contact no later than 10:00 AM EDT on April 16, 2026.

This solicitation is designated as a Total Small Business Set-Aside under NAICS code 332994 (Small Arms, Ordinance and Ordinance Accessories Manufacturing) with a 1,000-employee size standard, with one Firm-Fixed-Price Purchase Order anticipated for award to the lowest-priced responsible offeror. No incumbent contractor information is identified in the solicitation documents. The contract term extends for 275 calendar days (nine months) from the date of award, with carriage delivery required by November 6, 2026, to Saratoga National Historical Park at 648 Route 32, Stillwater, New York 12170. The period of performance includes an initial onsite research and measurement phase during normal business hours (9:00 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays), followed by offsite manufacturing of the carriage components and final delivery. The contracting officer has issued Amendment 0001 on April 9, 2026, extending the quotation deadline and providing responses to six contractor inquiries regarding wheel dimensions (50 inches bottom to top), axle specifications (metal-reinforced or solid metal but paintable), and confirmation that wooden storage boxes with metal-reinforced corners must be mounted on the completed carriages. Prevailing wage requirements apply per Department of Labor Wage Determination 2015-4143, Revision 33, effective December 3, 2025.
