About this opportunity
The Defense Health Agency seeks quotes for San-I-Pak regulated medical waste disposal services at Joint Base Elmendorf-Richardson, Alaska, with proposals due May 21 and questions due May 18. This is a total small business set-aside.
Place of performance is the 673rd Medical Group at Joint Base Elmendorf-Richardson, AK. The contractor must provide weekly (or as-needed) pickup and disposal of regulated medical waste from a 40 Cubic Yard San-I-Pak container with rear-load hydraulic system between 07:30 and 15:00 hours, Monday through Friday, excluding holidays. Service is mission critical. The contractor must maintain all required permits for accepting, transporting, and handling regulated medical waste under Federal, State, and Municipal codes; possess equipment compatible with the San-I-Pak container; and provide receipts documenting total pounds disposed at the Anchorage landfill. Access to both JBER and the Anchorage landfill is required.
The contract runs from June 1, 2026 through May 31, 2027 (base period), with four optional one-year periods extending through May 31, 2031, plus a six-month evaluation period through November 30, 2031. Service Contract Labor Standards apply per Wage Determination WD #2015-5681, Revision 26. NAICS code is 562211 with a $47 million small business size standard; PSC is S222.
Quoters must submit a single PDF containing a two-page technical capability statement, a completed past performance questionnaire referencing at least one relevant project within the past three years, and a completed pricing worksheet with firm-fixed-price quotations for all contract line items. Evaluation uses three factors: Technical Capability (Acceptable/Unacceptable), Past Performance (confidence rating), and Price (fair and reasonable analysis). Past performance is weighted more heavily than price. The incumbent contractor is Environmental Compliance Consultants, Inc., under contract FA500021C0029.
