About this opportunity
The Department of Agriculture Forest Service R3-Southwestern Region seeks design and construction of 18 trail bridges on the Multi-Use Trail of Sam Houston National Forest west of New Waverly, Texas, with proposals due May 29 at 1400 CST. The procurement is a Total Small Business set-aside, and a mandatory site visit was held April 3, 2026.
Place of performance is Lufkin, Texas, with work distributed across 18 bridge locations spanning five counties. The project is structured in three phases: Phase A (Site Investigation and Analysis), Phase B (Design and Construction Document Preparation), and Phase C (removal of existing crossing infrastructure and construction of new bridges with trail approach connections). The estimated magnitude is between one million and five million dollars. Work must be completed within 390 calendar days after Notice to Proceed. Performance and payment bonds equal to 100 percent of contract price are required within 10 days of award. Davis-Bacon wage rates apply, and the contract is firm fixed-price.
Design must meet minimum 500-year storm interval standards with 30 percent debris blocking and 18 inches freeboard, incorporate deep foundations and extended spans, and comply with LRFD Guide Specifications for FRP structures. Treated lumber is required for ground contact. The Forest Service will cover natural disasters and extreme weather events exceeding contractor assumptions. Contractors must accommodate prescribed burn season (January through May) and hunting season during construction. Environmental clearances are approved within a 200-foot corridor along the trail, with bridge relocations possible within 100 feet left or right of centerline subject to regulatory agency approval.
The NAICS code is 237310, Highway, Street, and Bridge Construction. Evaluation is based on technical approach, relevant experience, key personnel qualifications, past performance, and price, with non-price factors weighted approximately equal to price. Offerors must submit technical and price proposals separately.
