This Pre-Solicitation Notice indicates the agency's anticipated requirement for specialized dredging services involving beneficial use placement of dredged materials in environmentally sensitive areas. Contractors must demonstrate extensive prior experience with dredging projects that incorporate beneficial use placement techniques within coastal marshes, wetlands, and other sensitive environmental zones, along with knowledge of dynamic placement conditions. The evaluation criteria will prioritize specialized experience in environmental dredging and beneficial use placement within protected natural areas. The Pre-Solicitation Notice was posted on December 30, 2025, with a due date of January 14, 2026, though this notice is issued for planning purposes only and does not constitute a commitment by the Government or acceptance of proposal submissions.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The estimated contract value ranges between $5,000,000 and $10,000,000, making this a substantial federal contract award. The scope of work involves removing approximately 150,000 cubic yards of fine-sand and silty sediment from the Salem River channel and turning basin, with dredging to an authorized depth of 17 feet MLLW plus 2 feet overdepth for the channel and 16 feet MLLW plus 1 foot overdepth for the turning basin. Dredged materials will be beneficially used for placement in the U.S. Fish and Wildlife Service's Supawna Meadows National Wildlife Refuge, with possible alternative placement at Tilbury Island for turning basin sediments. The estimated period of performance is 300 calendar days from the Notice to Proceed, with a critical environmental restriction prohibiting dredging operations between March 1 and June 30.
