About this opportunity
The Fort Knox Qualified Recycle Program, operating under the Department of the Army, is soliciting bids for the purchase of an indefinite quantity of loose scrap metal through a one-year sales agreement. The primary requirement for winning bidders is to provide a minimum 60 cubic yard open-top roll-off container, pick up materials within 24 hours of notification, and submit an initial down payment of $15,000. Pricing will be evaluated based on the best price offered and will be determined by monthly market rates from the Iron Age "Scrap Price Bulletin," specifically using the Chicago steel scrap shredded auto scrap market price as the benchmark. Additional contract requirements include weight certification on government scales, transportation responsibilities, and compliance with payment conditions as outlined in the solicitation agreement. Bidders must submit completed proposals by November 12, 2025, at 2:00 PM Eastern Standard Time via email to Jamie Daley (jamie.l.daley2.naf@army.mil) and Anita Overton (anita.l.overton2.naf@army.mil), with no questions or clarifications accepted after the deadline.
This solicitation carries no set-aside designation and is open to all qualified bidders on a competitive basis. No incumbent contractors are identified in the notice, and specific award values or budget ranges are not disclosed, as compensation will be based on actual scrap metal tonnage delivered and prevailing market pricing. The contract duration is one year with an indefinite quantity structure, meaning the volume of scrap metal available for purchase will vary based on government inventory and market conditions. The Fort Knox Qualified Recycle Program reserves the right to reject bids, suspend shipments during periods of market decline, and terminate the agreement with ten days' written notice. The place of performance is located at Fort Knox, Kentucky 40121, USA, where all material pickup and weighing will occur.
