About this opportunity
The Defense Logistics Agency Energy is soliciting written offers for the sale of excess fuel located on the USNS Warren at Point Loma, San Diego, California, consisting of approximately 1,150,000 gallons of JP5 aviation turbine fuel and 451,000 gallons of F76 naval distillate fuel. The solicitation was posted on September 22, 2025, with offers due by September 23, 2025, providing an extremely tight one-day response window for interested buyers. The fuel is being sold "AS IS" with no warranties regarding quantity, quality, or fitness for use, though it is expected to meet or exceed DLA Energy specifications outlined in the attached exhibits. Recent laboratory analyses are provided for informational purposes only but do not alter the "AS IS" nature of the sale. Amendment 0002 indicates that the fuel is actually contaminated and allows vendors to submit negative unit prices if removal costs exceed potential revenue, with awards to be made to responsible offerors within 48 hours of the submission deadline. The fuel transfer is tentatively planned at North Island Naval Air Station Port, with ship-to-ship transfer as a backup option, and payment can be made via wire transfer with appropriate regulatory certificates required from vendors.
