About this opportunity

The Department of the Air Force Materiel Command at Wright-Patterson Air Force Base is soliciting proposals for Safety Valve Maintenance and Repair services under combined synopsis/solicitation FA860126R0003. The requirement encompasses inspection, maintenance, repair, pressure-testing, and function-testing of safety and relief valves for boilers across four buildings at Wright-Patterson Air Force Base, with the contractor required to hold National Board Valve Repair Program certification (VR Stamp) and comply with ASME code standards. Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection methodology to the responsible offeror submitting the lowest total evaluated price whose proposal receives an "Acceptable" rating on all technical factors. Technical evaluation will assess three factors: Quality Control Plan (addressing personnel, scheduling, and capacity verification), Inspection Reports (demonstrating ability to provide detailed reports per the Performance Work Statement), and Prior Experience (requiring proof of at least two relevant contracts within five years involving safety valve and relief valve inspection, maintenance scheduling, and National Board certification). The solicitation closes on April 22, 2026 at 1:00 PM EDT, and electronic proposals must be submitted via email to edward.huchison@us.af.mil with the subject line "Synopsitation FA860126R0003 Safety Valve Maintenance," with the entire proposal not exceeding 15 megabytes and no compressed files permitted.

The contract is designated as a Mission-Essential Function and Essential Contractor Service under DFARS 252.237-7023, obligating the contractor to ensure continuation of services under all circumstances, including during crisis situations. Contractor labor must comply with Department of Labor Service Contract Act wage determinations for Ohio counties (Greene, Miami, Montgomery) with hourly rates ranging from $12.17 to $48.14 depending on occupation classification, plus fringe benefits of $5.55 per hour. Work is to be performed at Wright-Patterson Air Force Base, Ohio 45433, during normal duty hours of Monday through Friday, 0700-1600, excluding federal holidays and base closures, with Area A outages historically beginning around April 15th and Area B outages beginning around June 1st.
