The contractor must provide all management, tools, supplies, equipment, parts, and labor necessary to inspect, maintain, and repair safety valves and relief valves for boilers across four buildings (31240, 34019, 20770, and 20080) to ensure continuous and safe operation. Key scope requirements include: (1) sealing pressure vessel openings during valve removal, with two work weeks to arrive after plant shutdown; (2) removing, repairing, pressure-testing, and function-testing all valves in compliance with ASME code standards; (3) obtaining certification from a certified safety valve facility with code symbol stamp tags attached to each valve; (4) returning valves to their original locations within four work weeks of removal during normal outage periods; and (5) submitting a comprehensive report within two work weeks after reinstallation documenting all work performed, replacement parts with part numbers, and maintenance certifications. Area A outage periods begin historically around April 15th (weather dependent) for facilities 31240 and 34019, while Area B outage for building 20770 begins around June 1st, with a two-week window to complete work for buildings 20770 and 20080. Performance thresholds include zero defects allowed for response, repair/overhaul, and set/test work, with 100 percent surveillance and re-performance as the remedy. The contractor must hold a Certificate of Authorization in the National Board Valve Repair Program ("VR" Stamp), comply with all federal and state safety regulations, maintain a Quality Control Plan, submit a Safety and Health Plan within ten calendar days of award, report labor hours via SAM.gov, and obtain security credentials (REAL-ID compliant) for base access. Normal duty hours are Monday through Friday, 0700-1600, excluding federal holidays and base closures. The contract area encompasses 27 total safety valves across multiple boiler systems with pressures ranging from 140 to 515 PSI and various manufacturers including Consolidated, Kunkle, Farris, Lonergan, and Hydro-Seal.

Approval into VPP is OSHA’s official recognition of the outstanding efforts of employers and employees who have achieved exemplary occupational safety and health.

Requirements Wright Patterson AFB uses VPP recognition under the OSHA Voluntary Protection Program (VPP). VPP impacts all “applicable contractors” operating on Air Force Installations. The contractor shall be responsible for ensuring their employees and managers have a comprehensive understanding of VPP as well as full compliance with OSHA requirements.

The contractor shall follow the safety and health rules of the installation or VPP site. Detailed information on VPP is available on the OSHA website at http://www/osha.gov/dcsp/vpp/index.html. • Include employee hazard reporting procedures.

• Identify individual(s) responsible for corrective action of hazards.

• Identify first aid/injury procedures.

• Identify procedures for accident investigation and reporting.

• Identify emergency response procedures.

• Identify the process for tracking controlled hazards in contractor work areas.

The contractor shall submit their Total Case Incidence Rate (TCIR) and Days Away, Restricted, and or Transfer Case Incident Rate (DART) rates and OSHA Form 300A annually to the contracting office for consolidation and submission as part of the installation’s annual VPP Safety and Health Management report. TCIR and DART rates are due by the 15th of January of each year.

The contractor’s Quality Control Plan shall identify the processes and procedures the contractor will use to track compliance with the Safety and Health Plan, and the process and procedures that will be used to correct violations.
