About this file

This document is a Sources Sought Notice and Draft Statement of Work (SOW) for design-build construction services to correct safety shower and eyewash deficiencies at the National Institute of Standards and Technology (NIST) Boulder Campus.

The project involves bringing emergency eyewash and safety shower fixtures into compliance with ANSI Z358.1-2014 standards across three buildings: Building 22 (base scope), Building 25 (Option 1), and Building 2 (Option 2). The base scope for Building 22 Room 1203 requires adding hot water infrastructure to a fixture currently plumbed only to cold water, including installation of a thermostatic mixing valve (TMV) within 5 feet of the fixture and new tempered water piping. Building 25 requires similar modifications to Room 1300 and addition of a new compliant eyewash fixture in Room 117. Building 2 presents the largest scope, requiring installation of a new tempered water loop system serving 25 existing safety fixtures throughout the building, potentially involving a steam-to-hot water heat exchanger, circulation pump, and distribution piping. All work requires ANSI Z358.1-2014 testing before and after completion, witnessed by NIST staff. The work must be performed during regular business hours (Monday-Friday, 7:00 AM to 5:00 PM Mountain Time) at NIST Boulder Campus, Building 42, 325 Broadway, Boulder, Colorado 80305.

Responses to this Request for Information must be submitted by 4:00 PM Mountain Time on March 12, 2026, limited to 20 pages and submitted via email with subject line "Source Sought: Safety Shower and Eyewash Corrections Phase 1." Responses must include company name, UEI, address, phone number, fax number, email address, and business size status. The requirement is assigned NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a Small Business Administration size standard of $19.0 million. Key personnel requirements include a Project Manager, Site Superintendent, and Safety Manager, each with minimum 10 years of relevant experience, plus Mechanical and Electrical Contractor Project Managers. The contractor must submit a detailed Safety Plan within 7 days of award, provide construction and phasing schedules 45 days before work begins, and maintain current red-lined construction drawings on site. Deliverables include stamped construction drawings and specifications, as-built documentation in PDF and AutoCAD formats within two weeks of project completion, and compliance with HSPD-12 identification requirements for all personnel requiring facility access.

DRAFT STATEMENT OF WORK

Design-Build Services for:

Title: SITE Safety Shower and Eyewash Corrections PH1

I. BACKGROUND INFORMATION

The Department of Commerce (DOC) campus is a research and development complex located at 325 Broadway in Boulder, Colorado. The National Institute of Standards and Technology (NIST) is the primary occupant, National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) also have a presence on campus.

NIST’s Office of Facilities and Property Management (OFPM) is responsible for maintaining and renovation of spaces which consist of laboratories, office space and facilities maintenance areas throughout the campus.

Annual testing of safety showers and eyewashes across campus have shown a significant number of fixtures failing to meet the ANSI Z358.1-2014 (Emergency Eyewash & Shower Standard), mostly shower/eyewash combination fixtures that fail during simultaneous operation. OFPM conducted a study which identified deficient fixtures, determined the cause of failure, and recommended necessary actions to bring the fixtures into compliance.

II. PURPOSE

Many of the deficiencies identified have been remedied by NIST OFPM employees completing the recommended corrective actions. However, the scope in three buildings is large enough to warrant contracted construction: Building 22 (B22), Building 25 (B25), and Building 2 (B2). The intent of this project is to remedy the remaining deficiencies such that all emergency fixtures are compliant with ANSI Z358.1-2014. This Design-Build project is structured with B22 as the base scope and two option CLINs for B25 and B2 respectively. Recommendations presented in this SOW and supporting documents are intended to be an optional starting point. Additional design and coordination will be necessary to proceed with any of the recommendations. It is the responsibility of the contractor to evaluate and confirm the viability of the recommendations, provide an engineered design, and execute the construction to successfully bring all fixtures within project scope into compliance.

PLACE OF PERFORMANCE

NIST Boulder Campus Building 42 325 Broadway Boulder, CO 80305

REGULAR BUSINESS HOURS

Regular business hours are Monday through Friday 7:00 AM to 5:00 PM Mountain Time, excluding Federal holidays and NIST closures.
