About this opportunity

The National Aeronautics and Space Administration's Marshall Space Flight Center is seeking capability statements for its Safety and Mission Assurance Services II contract to provide safety and mission assurance support across multiple NASA centers. Services will include system safety, reliability and maintainability, software assurance, quality engineering, and industrial safety. Interested parties must submit a capability statement not exceeding ten pages by January 8, 2024 demonstrating experience in technical management, certification, engineering support, assessments, documentation, and quality management as it relates to NASA mission requirements.

There is no set-aside designated for this procurement. The primary NAICS code is 541715 and services will support NASA's MSFC, KSC, MAF, and SSC locations. The incumbent contractor is performing similar services under the $345 million SMAS I contract expiring in 2025. This follow-on SMAS II contract is expected to have comparable value and duration of services, covering a variety of flight, research, fabrication, and testing activities over eight years. Respondents are asked to indicate interest as a prime or subcontractor and describe any teaming arrangements for the opportunity.

The SMAS II contract is a follow-on to the current Safety and Mission Assurance Services contract No. 80MSFC18C0005. The current SMAS contract has a potential value of $345M over an eight-year period of performance, November 1, 2017, through October 31, 2025, and is a cost-plus-award-fee contract. The current SMAS contract work is planned, organized, directed, and controlled by means of Task Orders (TOs) issued via a Government specified TO management system.
