About this opportunity
The U.S. Army Materiel Command Mission and Installation Contracting Command Fort Hood (MICC Fort Hood), operating through Dugway Proving Ground, is procuring one Safety Air Monitoring and Analytical Referee Systems (SAMARS) Phase III Gas Chromatograph (GC) instrument to replace discontinued MINICAMS instruments. The GC must include a halogen detector capable of detecting chemical agents without phosphorous or sulfur elements, an MXT-1701 chromatographic column with a 500 mL/min flow rate air sampling quick change trap module, external mass flow controller, programmable oven from ambient to 400°C, cycle time of 15 minutes or less, visible and audible alarms, integrated NUMAVIEW touchscreen display with data logging capabilities, automatic calibration features, heated exhaust system, sample bypass capability, and approximate dimensions of 17" x 11" x 8.5" weighing approximately 25 pounds. This is a sole-source acquisition conducted under Federal Acquisition Regulation 12.102(a) using commercial acquisition procedures for items valued at or below the Simplified Acquisition Threshold. Written offers must be submitted via email to nneka.okeke-stubbs.civ@army.mil, with a response deadline of March 31, 2026 at 10:00 AM MDT. Award is anticipated shortly after the closing date, and offerors must be registered and active in the System for Award Management (SAM) and meet the small business size standard of 1000 employees for NAICS code 334516.
This procurement carries no set-aside designation and represents a follow-on acquisition from Teledyne Instruments Inc., the incumbent contractor who developed Phase I and Phase II versions of the system. The total contract value is $259,488.00, comprised of $59,000 for the Teledyne Falcon Series Gas Chromatograph with integrated components, $5,088 for a spare column module assembly, $195,000 for non-recurring engineering and design for Phase III halogen detector integration, and $400 for packing, handling, and ground shipping. Delivery must be completed by September 30, 2026 or upon customer notification, with the contract funded through Research, Development, Test & Evaluation (RDT&E) appropriations for Fiscal Years 2026-2027. The place of performance is Dugway, Utah 84022, where the instrument will be utilized by the Chemical Test Division at the West Desert Test Center for safety air monitoring and testing support.
Notice text
A Gas Chromatograph (GC) instrument is needed for air monitoring in replacement of MINICAMS instruments.
Procure one GC instrument with the following specifications:
- Detector capable of detecting halogen containing chemical agents and compounds that also do not contain a phosphorous or sulfur element. Detector is an alternate to existing Flame Photometric Detector (FPD) and Flame Ionization Detector (FID)
- Chromatographic column: MXT-1701 phase
- Air sampling Quick Change Trap Module with flow rate through the trap of at least 500mL/min
- External mass flow controller, ability to capture the flow meter readings
- Oven programmable from ambient to 400℃
- Cycle time from injection to injection of 15 minutes or less
- Visible and audible alarms for system faults and sample concentration detections
- Integrated GC engine, NUMAVIEW with touchscreen display, integrated processor, and storage.
- Data logging. Ability to capture instrument set points and measured values such as: sample flow, temperatures, pressures, calibration, concentration, injection type – calibration, service, sample, etc. Data captured locally with the ability to retrieve and use for other reporting or calculating of sample data.
- Automatic calibration feature. Calibration of the instrument using an averaged single point or multi-point calibration curve. Capable of calibrating and obtaining sample concentrations using the onboard integration engine, and values displayed on the graphical user interface.
- Heated exhaust to prevent expulsion of water. Detector exhaust must expel water in gas/vapor form elimination water drip from the instrument detector.
- Sample bypass capability. Ability for continuous sample flow at inlet in a bypass state. A minimum flow of 500mL/min required for bypass capability.
- GC approximate dimensions - 17” x 11” x 8.5” (width x height x depth)
- Instrument weight approximately 25 pounds
Shipping: Delivery shall be completed by 30 September 2026 or upon customer notification.
