Memorandum for Record – Limiting Competition
This is a Memorandum for Record documenting a sole-source procurement justification for a follow-on acquisition valued below the Simplified Acquisition Threshold (SAT).
Procurement Details and Requirement: The U.S. Army's Mission and Installation Contracting Command – Dugway Proving Ground (MICC-DPG) seeks to purchase and deliver the Safety Air Monitoring and Analytical Referee Systems (SAMARS) Phase III Gas Chromatograph (GC) from Teledyne Instruments Inc., located at 16830 Chestnut Street, City of Industry, California 91748-1017. The GC is required to replace the discontinued MINICAMS instrument currently used for safety air monitoring and testing support within the Chemical Test Division (CTD) at the West Desert Test Center (WDTC), U.S. Army Test & Evaluation Command (ATEC), Dugway Proving Ground. The replacement GC must be portable, capable of detecting chemical agents within a 15-minute cycle, and able to analyze both volatile compounds containing phosphorus or sulfur and semi-volatile compounds containing halogen ions. Teledyne will develop a halogen-selective detector or equivalent technology compatible with the Falcon GC platform. The contract vehicle is a fixed-price Purchase Order with RDT&E funding for Fiscal Years 2026-2027, with a completion date of September 30, 2026.
Pricing and Justification: The total contract value is $259,488.00, comprised of: $59,000 for the Teledyne Falcon Series Gas Chromatograph (Model GS-T) with integrated components including Quick Change Trap Module, Plug & Play Column Module, XSD Halogen Detector, sample pump, startup kit, and NUMAVIEW touchscreen display; $5,088 for a spare column module assembly; $195,000 for non-recurring engineering and design for Phase III halogen detector integration; and $400 for packing, handling, and ground shipping. The sole-source justification under FAR 12.102(a) is based on market research demonstrating that the Falcon GC is the only commercially available portable GC platform meeting government air-monitoring requirements, with integrated onboard trap systems, customization capabilities, and specialized detector options necessary to replace the MINICAMS. Teledyne has already completed a Phase I instrument and is developing a Phase II version with NumaView software enhancements. The Contracting Officer certifies that the anticipated price is fair and reasonable based on published pricing, and this sole-source acquisition is in the Government's best interest.

3. Description of Services or Supplies: A Gas Chromatograph (GC) is needed to replace the MINICAMS instrument currently used for safety air monitoring and testing support within the Chemical Test Division (CTD), West Desert Test Center (WDTC), U.S. Army Test & Evaluation Command (ATEC), Dugway Proving Ground (DPG). The replacement GC must be portable and capable of detecting chemical agents within a 15-minute cycle to meet near–real-time monitoring requirements.
Teledyne has developed a Phase I Falcon instrument designed to improve GC flow performance, and is now developing a Phase II version that will incorporate an updated system featuring NumaView and NumaView Remote software, along with additional enhancements to make the Falcon GC a viable replacement for the MINICAMS.
Most chemical agents and compounds tested in the Combined Chemical Test Facility (CCTF) are organic compounds containing phosphorus or sulfur, which are typically detected using a Flame Ionization Detector (FID) or Flame Photometric Detector (FPD).
The requirements outlined below apply to a Phase III instrument, which will integrate an alternate detector capable of analyzing chemical agents and compounds that contain a halogen ion, specifically chloride, but lack phosphorus or sulfur. Teledyne will develop a halogen-selective detector, or equivalent technology, compatible with the Falcon instrument to detect these compounds. This added capability is necessary to fully match the detection and monitoring functions currently provided by the MINICAMS for safety and process monitoring.

5. Reasons for Authority Cited:
Teledyne Instruments Incorporated specializes in the development and manufacture of air-monitoring instrumentation. In partnership with DPG WDTC, Teledyne is designing an advanced, portable GC system to replace the discontinued MINICAMS instruments, which are being phased out due to the lack of available replacements. Teledyne has the technical expertise to tailor instruments to specific customer requirements, including those needed for safety air monitoring and testing at DPG.
One key example is the Falcon GC, a portable instrument weighing approximately 25 pounds that provides rapid analysis using standard columns and detectors commonly employed in chemical agent testing. Unlike other manufacturers, Teledyne has integrated a customized desorbing trap system directly into the Falcon GC, using a preconcentrator tube similar to the one used in the MINICAMS. This built-in trap is essential for achieving the low detection limits required for safety air monitoring.
Competing systems rely on separate external trap units, which increase cost, footprint, weight, and installation complexity, an impractical setup given the frequent relocation of the instrument. The Falcon GC’s integrated trap system enhances portability and makes it well-suited for existing laboratory environments.
The Falcon GC is currently the only GC platform that meets government air-monitoring requirements. Teledyne also offers extensive customization options, including the ability to build components or integrate specialized detectors directly into the instrument.
Teledyne has already completed a Phase I Falcon GC for DPG that increased instrument flow capacity, and is now refining a Phase II unit that incorporates onboard operations, data storage, and touchscreen control through Teledyne’s NumaView software.
The Falcon GC is being evaluated as the replacement for the MINICAMS, which currently supports safety air monitoring and test operations in the CTD. With the MINICAMS discontinued and no longer available, identifying and validating a suitable alternative is essential. Without a replacement instrument, the CTD will face significant challenges in sustaining its testing mission.

7. Market Research: The CTD conducted a comprehensive market investigation that included internet searches, participation in technical and analytical conferences, review of relevant industry literature, and consultations with experienced analytical field technicians. This research identified very few portable gas chromatograph (GC) systems capable of meeting the detection requirements for chemical warfare agents.
Although portable GCs are commonly designed for industrial analysis of volatile compounds, instruments capable of analyzing semi-volatile compounds are limited, and even fewer incorporate a sample preconcentrating trap that meets CTD’s specific flow and sensitivity requirements.
Teledyne Instruments Incorporated emerged as one of the only manufacturers operating within this specialized market. The Falcon GC was identified as the sole commercially available instrument that integrates the required onboard trap system, temperature range, detector options, and portability necessary to replace the discontinued MINICAMS system. Teledyne has already completed a Phase I instrument and is currently developing a Phase II instrument.
Based on the results of the market research, Teledyne was selected as the sole provider of a commercially available GC that, with modifications, will fulfill CTD’s safety air-monitoring and testing support requirements.
8. Other Facts: A portable gas chromatograph (GC) is required to replace the MINICAMS instrument, which has been discontinued and is no longer supported by the manufacturer. Teledyne has been identified as the only vendor capable of customizing a portable GC to meet the performance requirements needed to replace the MINICAMS.
Teledyne has already developed a Phase I instrument to modify system flow and is currently developing a Phase II instrument with additional enhancements. The planned Phase III instrument will add the capability to analyze chemical agent compounds that do not contain phosphorus or sulfur.
Teledyne is the only company willing and able to modify, develop, and test its GC units to meet DPG’s specific technical requirements. Other manufacturers offer only off-the-shelf commercial products that do not meet the required performance specifications and cannot be adapted to do so. Competition is not feasible until a comparable product is developed and made available for broader commercial distribution.
