About this opportunity
The Department of the Air Force Headquarters District Washington is seeking to award a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Operational Contract Support (OCS) Tutoring and Instruction Services. The contractor will be required to provide non-personal services for OCS tutor training and curriculum materials to integrate OCS into the present force and propose a full spectrum capability solution framework. Key requirements include having a Top Secret Facility Clearance and the ability to hire personnel with valid Top Secret Clearances with SCI eligibility. Proposals will be evaluated based on Technical, Past Performance, and Price factors, with Technical and Past Performance being significantly more important than Price. Proposals are due by 4:00 PM Eastern on August 15, 2024, and must be submitted via email.
This is a Total Small Business Set-Aside under NAICS Code 611430. The contract has a one-year base period, four one-year option periods, and a six-month extension option, for a potential total period of performance from September 24, 2024 through March 24, 2030. The place of performance is in Washington, D.C. or via telework. The government has provided an estimated annual travel amount of NTE $62,500.00 for offerors to consider in their pricing.

This RFP is for the Operational Contract Support (OCS) Tutors FA7014-24-R-0063. The RFP replaces the previous solicitation FA7014-24-Q-0036. Please re-submit proposals and acknowledge ammendments on Standard Form 1449 (Commercial).
The contractor must have a Top Secret Facility Clearance and must have the ability to hire and staff personnel that have valid Top Secret Clearances with SCI eligibility.
This requirement will provide the training and curriculum materials to integrate OCS in the present force and propose a full spectrum doctrine, organization, training, material, leadership and education, personnel, and facilities (DOTMLPF) and capability solution framework to deliver more responsive and accountable OCS for the warfighter. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified as government-furnished, to perform OCS tutoring and instruction services as defined in this PWS.
