About this opportunity

The U.S. Army Corps of Engineers South Atlantic Division is seeking contractor services to perform testing, model validation, data collection and reporting for seven hydropower generators located across the Mobile, Savannah and Wilmington Districts to ensure compliance with current NERC and SERC reliability standards. Contractors must provide all necessary labor, equipment, supplies and materials to validate models and collect data in accordance with NERC standards MOD-025, MOD-032, MOD-026, and MOD-027 as well as SERC requirements. Proposals are due by September 1, 2021 and questions will be accepted through August 24, 2021. The award will be a firm fixed price contract and the contractor must have experience testing over 100 units with reports signed by a professional engineer experienced with over 30 prior reports.

There is no set-aside designated for this procurement. Services include testing generators, governors, exciters and power system stabilizers at Hartwell Dam, Richard B. Russell Dam, J. Strom Thurmond Dam, Buford Dam, Carters Dam, Walter F. George Dam and John H. Kerr Dam. All on-site work must be completed by October 30, 2022. NAICS codes would include 221119 for other electric power generation and 238210 for plumbing, heating, and air-conditioning contractors. The place of performance is across the Mobile, Savannah and Wilmington Districts with a budget likely in the millions of dollars given the scope of work required at seven dam locations.
