2.2 Ratings: Ratings for this factor will be either Acceptable or Unacceptable

2.3 Evaluation Standard:

2.3.1 A Rating of ACCEPTABLE will be given if the Proposal clearly meets the minimum requirements of the solicitation.

2.3.2 A Rating of UNACCEPTABLE will be given if the Proposal does not clearly meet the minimum requirements of the solicitation.

3.0 FACTOR 2 – PAST PERFORMANCE

3.1 Offerors shall submit past performance on individual generating units greater than 100 MVA (gross nameplate rating) or Individual generating plants consisting of multiple generating units greater than 100 MVA (gross aggregate nameplate rating) similar in scope to the “NERC Compliance Testing and Model validation, in accordance with current version of NERC Reliability Standard MOD-025, MOD-032, MOD-026, and MOD-027,” as identified in the Request for Proposal. Offeror must submit documentation showing the successful completion of the required testing as follows:

A minimum of five (5) individual generating units greater than 100 MVA, or

A minimum of three (3) Individual generating plants consisting of multiple generating units greater than 100 MVA (the plant total gross aggregate nameplate rating of including units), or

A combination of individual generating units and individual generating plants (i.e., the combination must consist of a minimum of eight (8) generating units, and

A minimum of three (3) references associated with the provided individual generating units and/or individual generating plants.

3.2 The result of this review will either be an Acceptable or Unacceptable rating as described below. Past performance will be evaluated on work that is on-going (at least 50% complete) or recently completed (within the last 5 years) that is relevant, in terms of similarity and complexity, to the work described in the Performance Work Statement.

3.3 Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval

System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information, System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

3.4 Ratings:

3.4.1 Ratings for this factor will be either Acceptable or Unacceptable

3.5 Evaluation Standard:

3.5.1 Acceptable – Based on the Offeror’s performance record, the

Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown (see note below).

3.5.2 Unacceptable – Based on the Offeror’s performance record, the

Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.

3.5.3 Note – In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.

4.0 PRICE

4.1 The Government will evaluate the price proposal for the project to determine whether the offered price is reasonable. The contract line items will also be analyzed to determine whether the prices are realistic and balanced for the work to be performed, reflecting a clear understanding of the Performance Work Statement (PWS) requirements.

4.1.1 Reasonableness of an Offeror’s proposal is evaluated through cost or price analysis techniques as described in FAR Subpart

15.305(a)(1) and 15.404-1(b). For a Price to be reasonable, it must represent a price that provides the best value to the Government when consideration is given to prices in the market, (market conditions may be evidenced by other competitive proposals) and the technical and functional capabilities of the Offeror.

4.1.2 Price proposals that are unrealistically high or low in price when compared to the Government estimate and market conditions evidenced by other competitive proposals received may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the proposal being considered unacceptable.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
