About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) at Fort Sam Houston seeks provision and service of noon meals for applicants processing through the Sacramento Military Entrance Processing Station (MEPS), with proposals due July 8, 2026. This is a total small business set-aside; Amendment 0001, issued July 1, 2026, modified the original solicitation to impose the 100% small business restriction.
Place of performance is Sacramento, California, at 1651 Alhambra Boulevard. The contractor must prepare submarine-style sandwiches with specified options (ham, turkey, roast beef, or veggie), lettuce, tomato, chips, cookie, fresh fruit, and beverages (carbonated soft drinks, cold bottled water, iced tea, and whole milk upon request). Service is required Monday through Friday, excluding legal public holidays and training days, plus a maximum of 28 Saturdays annually, totaling approximately 264 days per year. The contractor bears all costs for food, facilities, transportation, equipment, supplies, management, supervision, and labor.
The base contract period runs July 13, 2026 through June 30, 2027, covering 12,607 meals with a guaranteed minimum purchase of $1,500. An option period provides for 12,607 additional meals from July 1, 2027 through June 30, 2028. Government estimates an average of 48 served meals daily with a maximum of 120 meals per day. The applicable wage determination is California/Sacramento WD #2015-5631 (Revision 27, dated May 13, 2026).
All contractor and subcontractor employees must complete AT Level I awareness training, IWATCH training, and OPSEC training within 30 days of contract award, plus background checks meeting installation access requirements. Award is made to the lowest priced technically acceptable quote. Quotes must be submitted via email in PDF format and must include a state or local government health inspection report dated within 12 months of submission with a score of "A," "B," or 85 or above. Quotes must be held firm for 90 calendar days from submission.
