About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1, is seeking quotes for regulated medical waste disposal services, including pickup, transportation, and disposal of regulated medical waste, pathological waste, other potentially infectious materials, and trace chemotherapy waste. The contractor must provide weekly pickups during normal business hours (8:00 AM–4:30 PM), supply red biohazard waste bags and shipping containers, maintain manifest tracking and reporting, provide DOT hazmat training for VA personnel at least twice annually, and develop emergency response plans for spills or leaks. Evaluation will be based on technical capability, price, and past performance, weighted approximately equally between technical and past performance factors versus price. The amended deadline for submission of quotes is March 11, 2026, at 1:00 PM EDT, with all vendor questions due by March 2, 2026, at 10:00 AM EST. Offerors must be certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) listed in the SBA certification database and must comply with limitations on subcontracting requirements.
This solicitation is set aside exclusively for SDVOSBs, with no incumbent contractor identified for the prior contract (36C24121P0508). The contract value is estimated at $47 million for a 12-month base period of performance from June 8, 2026, through February 8, 2027 (or alternatively April 1, 2026–March 31, 2027 per the amendment), with four optional one-year renewal periods extending through February 8, 2031 or March 31, 2031. Historical waste data indicates approximately 1,400 pounds per month of regulated medical waste generated at the Edward P. Boland VA Medical Center in Leeds, Massachusetts, with 2025 monthly volumes ranging from 984 to 1,983 pounds. Services will be performed at the VA Central Western Massachusetts Healthcare System. Prime contractors and similarly situated subcontractors are limited to subcontracting no more than 50 percent of the contract amount to non-certified SDVOSB firms, excluding direct costs.
