About this file
This is a Request for Quote (RFQ) for regulated medical waste disposal services issued by the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1 (VA Central Western Massachusetts Healthcare System). The solicitation number is 36C24126Q0238, with quotes due by March 4, 2026 at 1:00 PM EST. The acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) with a contract value of $47 million. The Government intends to award a firm fixed-price contract based on the Statement of Work for one base year (June 8, 2026 – February 8, 2027) and four option years extending through February 8, 2031. Historical waste data shows approximately 1,400 pounds per month of regulated medical waste generated at the Edward P. Boland VA Medical Center in Leeds, Massachusetts, with 2025 monthly volumes ranging from 984 to 1,983 pounds.
The contractor must provide pickup, transportation, and disposal services for regulated medical waste (RMW), pathological waste, other potentially infectious materials (OPIM), and trace chemotherapy waste. Services include weekly pickups during normal business hours (8:00 AM–4:30 PM), supply of red biohazard waste bags and shipping containers, manifest tracking and reporting, DOT hazmat training for VA personnel at least twice annually, and emergency response plans for spills or leaks. The contractor is responsible for all necessary licenses, permits, and compliance with federal, state, and local regulations, with no cost to the VA for cleanup of contractor-caused incidents. Evaluation criteria include technical capability, price, and past performance (weighted approximately equally between technical and past performance versus price). Offerors must be certified SDVOSBs listed in the SBA certification database and comply with limitations on subcontracting requirements, whereby not more than 50 percent of the contract amount may be paid to non-certified SDVOSB firms, excluding direct costs. All questions must be submitted by March 2, 2026 at 10:00 AM EST, and invoices are to be submitted monthly to the VA Central Western MA Healthcare System's Financial Services Center.
