About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is soliciting quotes for hazardous waste removal services at the Des Moines VA Hospital and six affiliated Community Based Outpatient Clinics (CBOCs) in Iowa. The solicitation is for a 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with five one-year priced periods, running from April 1, 2025 to March 31, 2030. Services include disposal, lab pack, transfer, and removal of various waste types including hazardous pharmaceutical, non-hazardous chemical, universal, regulated medical, and controlled substance destruction waste. Technical questions were due by January 28, 2025 at 11:00 AM CST, with final quotes required by February 10, 2025 at 11:00 AM CST. The evaluation will focus on contractors' ability to provide comprehensive waste management services, emergency spill response capabilities, and compliance with specified regulatory requirements.

The contract is designated as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, targeting small businesses owned by service-disabled veterans. The scope of work encompasses waste collection at multiple locations, including routine pickups three times per week for regulated medical waste at the main campus and every other month for hazardous/pharmaceutical waste. The contract covers six outpatient clinics in Iowa, including locations in Carroll, Fort Dodge, Mason City, Marshalltown, Knoxville, and South Des Moines. Contractors must adhere to Department of Labor Wage Determinations for Cerro Gordo, Marion, Polk, Marshall, and Webster counties, with specific requirements for worker compensation, health benefits, and wage rates. The solicitation includes detailed specifications for waste containers, protective equipment, and service protocols, with an emphasis on regulatory compliance and safe waste management practices.
