About this opportunity
The Department of Veterans Affairs Erie VAMC is seeking lawn and ornamental bed treatment services through a Sources Sought Notice, which is a market research vehicle rather than a formal solicitation. The services will cover approximately 331,000 square feet of lawn and ornamental beds at the facility located at 135 East 38th Street in Erie, Pennsylvania. Key requirements include three annual treatments scheduled for April, July, and October, utilizing only organic fertilizers and herbicides, with all work performed during business hours of 7:30 AM to 3:30 PM. Contractor personnel must hold Pennsylvania licenses and demonstrate at least five years of experience in institutional healthcare settings while maintaining compliance with all applicable federal and state regulations. While service evaluations criteria are not explicitly detailed in the notice, the government will use responses to develop its acquisition strategy, including potential socio-economic set-asides. Responses are due by November 7, 2025, at 1:00 PM Eastern Time via email to Lakeisiha.Davenport@va.gov, and the government is not accepting questions at this time, though respondents may note ambiguities or clarifications needed regarding the draft Statement of Work.
This Sources Sought Notice contains no set-aside designation, though the government indicates a preference for Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) contractors, with all capable contractors welcome to respond. No incumbent contractor is identified in the notice, and no specific award value or budget range is disclosed at this stage of the market research process. The procurement falls under NAICS code 561730 (Landscaping Services) with a small business size standard of $8 million. All respondents must be registered in the System for Award Management (SAM) and provide company details including their SAM UEI number, company address, and point of contact information. SDVOSB and VOSB firms are required to submit proof of SBA VetCert certification, and contractors with relevant GSA Federal Supply Schedule contracts should identify those contract numbers. Service delivery will include comprehensive treatment of parking lots, sidewalks, curb lines, signposts, utility poles, gravel, and rock beds, with service reports required within 48 hours of each treatment and monthly payment processing through electronic invoicing.
