This sources-sought notice (Solicitation No. 36C26026Q0391) seeks contractors to perform landscaping and groundskeeping services under NAICS code 561730 and PSC code S208. Interested vendors must submit capabilities statements by March 6, 2026, at 10:00 AM PST to Contracting Officer Darien Justice at darien.justice@va.gov. Required submission elements include business information, SAM Unique Identifier Number, confirmation of capability to perform per the attached Draft Performance Work Statement, at least one relevant past performance example demonstrating similar work on comparable standards, and affirmation of compliance with subcontracting limitations if applicable to small business set-asides. The Government will use responses to determine the appropriate acquisition strategy and may or may not issue a formal solicitation based on the market research findings. All inquiries must be submitted via email only, as telephonic inquiries will not be accepted.
This pre-solicitation notice includes no set-aside designation, and no incumbent contractor information is provided. The anticipated contract structure consists of a one-year base period plus four optional years, with compensation to be determined through firm, fixed unit prices for individual service line items such as lawn mowing, aeration, sweeping, sprinkler maintenance, seasonal cleanups, and chemical applications. The Draft Performance Work Statement specifies core services including weekly lawn mowing during the growing season (May 1–October 15), monthly native vegetation control, annual aeration and dethatching, industrial-scale parking lot and street sweeping, two spring cleanups and four fall cleanups annually, EPA-licensed chemical applications for fertilization and weed control, tree and shrub pruning per ANSI A300 standards, and full irrigation system management with one-business-day response for routine requests and immediate response for emergencies. The facility encompasses multiple buildings and landscaped areas across the Mann-Grandstaff Medical Center campus at 4815 North Assembly Street, Spokane, Washington 99205. No specific budget range or award value is disclosed in this pre-solicitation notice, as this is a sources-sought market research effort rather than a formal request for proposal.
