About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2, is conducting market research to procure janitorial services for the New Jersey VA Healthcare System's East Orange and Lyons campuses. This Sources Sought Notice seeks information from potential contractors capable of providing comprehensive cleaning services across healthcare facilities, including daily cleaning of exam rooms, patient rooms, restrooms, and high-touch surfaces using EPA-registered disinfectants and CDC-guided two-step cleaning procedures. Key requirements include providing full-time employees with appropriate supervisory oversight, ensuring staff complete mandatory training in safety, security, COVID-19 vaccination, background checks, and VA-specific cybersecurity and privacy protocols. This is a pre-solicitation market research effort intended to determine appropriate acquisition strategy rather than a formal solicitation; consequently, evaluation criteria will focus on assessing the adequacy of contractor capabilities and competitive availability rather than selecting a winner. Interested businesses must submit capability statements via email to natalie.acevedo@va.gov by November 10, 2025, at 10:00 AM EST, providing company contact information, a brief capability statement, and attestation of proper certification.

This procurement carries no set-aside designation and identifies no incumbent contractor in the provided documentation. The East Orange Campus contract requires nine full-time employees, including one supervisor, to service approximately 800,000 square feet of facility space, while the Lyons Campus contract requires eight full-time employees, including one supervisor, with scheduled working hours from 3:00 PM to 10:00 PM, seven days a week. Both contracts are structured with a base period of one year running through September 30, 2025, followed by one optional one-year renewal period. The government files do not specify estimated contract values or budget ranges for this procurement. The VA will provide cleaning supplies, chemicals, and equipment such as housekeeping carts, while contractors are responsible for furnishing uniforms, personal protective equipment, and certain equipment such as vacuums and cleaning carts.
