About this opportunity
The U.S. Army Corps of Engineers (USACE) Europe District has issued a Sources Sought notice for market research purposes regarding the Rygge Munitions Storage Area Expansion project in Norway. This pre-solicitation seeks industry feedback and capability statements for a firm-fixed-price, design-bid-build construction contract to build and extend munitions storage facilities. The project requires contractors with experience in demolition, environmental remediation, site preparation, civil engineering, pavement construction, grading, drainage, utility installation, and quality control procedures meeting USACE standards. USACE is seeking contractors capable of serving as either prime contractors or subcontractors with relevant experience in similar ammunition storage construction projects. Interested vendors must respond by October 27, 2025, with USACE planning to issue the formal solicitation in December 2025, conduct a pre-proposal site visit in January 2026, and award the contract around July 2026.
This procurement does not include any set-aside designations and is open to all qualified contractors. The project's estimated value ranges between $25 million and $100 million, with a construction duration of 707 calendar days beginning around August 2026. The scope includes constructing 20 ammunition storage magazines designed to accommodate a total Net Explosive Weight of 3,000,000 pounds, with each magazine supporting a maximum capacity of 165,000 pounds NEW. Supporting infrastructure will include three concrete munitions assembly pads (two measuring 150 ft by 150 ft and one measuring 250 ft by 250 ft), gravel roads, bermed areas, lighting systems, security fencing with barbed wire, and utility connections for communications and electrical systems. USACE Europe District will conduct an Industry Day presentation to provide additional project details and discuss other upcoming Norway projects.
