About this opportunity
The Department of the Air Force Materiel Command Test Center (Air Force Test Center) is soliciting whitepapers under 10 U.S.C. 4022 Other Transaction Authority for engineering, technical, and integration support to modernize Position, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) simulation capabilities on the Advanced Navigation Simulation Environment Laboratory (ANSEL), with whitepapers due November 12, 2026. The request is addressed to AEDC Velocity Alliance Consortium performers and industry partners via SAM.gov. Submissions must demonstrate 10 U.S.C. 4022(d) compliance through at least one nontraditional defense contractor (NDC) or nonprofit research institution participating to a significant extent, all significant participants being small businesses or NDCs, at least one-third cost-share from non-federal sources, or a written determination of exceptional circumstances. The notice carries no set-aside.
Contracting organization AFTC/PZIA (Arnold) issues the request for work performed at Holloman AFB, New Mexico, within the Navigation Test and Evaluation Laboratory (NavTEL) PNT Simulation Laboratory. Performers must address three technical competency areas: a multi-sensor hardware-in-the-loop simulation capability supporting multi-constellation GNSS, alternative RF signals, and simulated inertial data with phase-coherent wavefront offsets; deterministic verification and validation and 6-degree-of-freedom trajectory engineering under extreme dynamics (Mach 20, 50g acceleration, 200 g/s jerk); and RF phase calibration and signal integrity. The effort also establishes a verification and validation and cyber resilience evaluation suite.
Submissions must include CMMC Level 2 (self) certification and a cybersecurity strategy for managing Controlled Unclassified Information, with compliance flowing to all subcontractors. The government requires Unlimited Data Rights to all contractor-generated technical data and software, including test scenarios, system drawings, source code, and API definitions. Whitepapers are limited to 15 pages, excluding pricing and schedule sheets, in Word and PDF, and are due 4:00 p.m. Central.
Base Milestones 1, 2, and 4 require firm fixed price with detailed execution schedules. Option Milestones 3, 5, 6, 7, and 8 require Rough Order of Magnitude cost estimates with schedules. The eight milestones run from project kickoff through functional and physical configuration audits, vendor training, and closeout. Success means an integrated, verified, and operational ANSEL system (Operational Utility Prototype Type E) meeting the Key Performance Parameters and Key System Attributes in the Statement of Objectives (SOO).
The SOO is marked CUI. Interested parties request access by emailing their CAGE code to haley.smith.10@us.af.mil, and the document is released via DoD SAFE once NIST/CMMC status is confirmed. The NAICS code is 541330, Engineering Services, and the PSC is AC33; offerors may recommend alternatives.

INTRODUCTION AND PURPOSE
The primary objective of the Advanced Navigation Simulation Environment Laboratory (ANSEL) acquisition effort is to obtain comprehensive engineering, technical, and integration support to modernize the Position, Navigation, and Timing (PNT) and Navigation Warfare (NAVWAR) simulation capabilities within the Holloman AFB PNT Simulation Laboratory. This effort replaces obsolete equipment and outdated software within the Navigation Test and Evaluation Laboratory (NavTEL) to establish a state-of-the-art testing environment.
See attached RWP letter for details.
NOTE: The Statement of Objectives (SOO) for this effort is marked as Controlled Unclassified Information (CUI). To request access to the SOO, please email your CAGE to haley.smith.10@us.af.mil. Once NIST/CMMC status is confirmed, the docuement will be sent via DoD SAFE.
