About this opportunity
The U.S. Coast Guard seeks engine replacement and modernization services for the R/V Greeley, with quotes due July 13, 2026 at 8:00 AM Eastern Standard Time. The procurement is a 100% Small Business Set-aside on a restricted basis, foreclosing competition outside that pool.
All work is performed at the contractor's facility. The scope includes removing and replacing both main Cummins/Mercruiser QSD 2.8L diesel engines with new Yammer 4LV-230 engines and electronic control systems; servicing and inspecting Twin Disc MG-5050A reduction gears; installing government-furnished PSS Type A mechanical shaft seals on both propeller shafts; installing a government-furnished Freeman Marine engine room hatch; and conducting comprehensive post-installation sea trials. Final sea trials must occur prior to August 28, 2026. The Coast Guard provides vessel transportation up to 60 nautical miles or arranges boat transport truck service for longer distances. NAICS code is 336611, Ship Building and Repairing, with a business size standard of 1,300 employees.
Award is on a Firm Fixed Price basis using Lowest Price Technically Acceptable evaluation. Contractor submittals must include a consolidated price, detailed project schedule broken down by work item, manufacturer product data, and a single billing line item. Technical acceptability requires clear demonstration of ability to meet all scope requirements and compliance with transport and location requirements. Prospective offerors must conduct a mandatory site visit on July 2 or July 7 between 8:00 AM and 1:30 PM; contact Paul Barroso at 401-374-6324 to arrange. Personnel accessing the facility must present a Real ID. Questions are due July 8, 2026 at 8:00 AM EST.
