About this file

This is a Scope of Work document for the U.S. Coast Guard Academy's R/V Greeley Engine Repower project, solicitation number 70Z03926PCGA00020. The contractor must provide supervision, labor, and materials to perform a comprehensive engine replacement and modernization at the contractor's facility, with the Coast Guard providing vessel transportation up to 60 nautical miles or arranging boat transport truck service for longer distances.

The primary scope includes five integrated work items: (1) removing and replacing both main Cummins/Mercruiser QSD 2.8L diesel engines with new Yanmar 4LV-230 engines, including new engine mounts and electronic control systems with two control stations; (2) servicing and inspecting the existing Twin Disc MG-5050A reduction gears, conducting oil analysis, and repainting them; (3) installing new PSS Type A mechanical shaft seals (government-furnished) on both propeller shafts with new cooling water plumbing; (4) installing a government-furnished Freeman Marine hatch on the main deck with necessary structural support and finish work; and (5) conducting comprehensive post-installation sea trials to verify full operational capability across engine speeds, temperatures, pressures, and hydraulic system functionality. All work must be completed with final sea trials occurring prior to August 28, 2026. Contractor submittals must include a single consolidated price covering all labor, materials, and supervision; a detailed project schedule broken down by the five work items; manufacturer product data; and a single billing line item (CLIN #1). Technical questions should be directed to Paul Barroso at the Coast Guard Academy Waterfront Maintenance (401-374-6324), and contracting inquiries to SK1 Kayla Rex (206-820-1998).

R/V GREELEY ENGINES REPOWER

(Purchase and Installation)

U.S. COAST GUARD ACADEMY

15 MOHEGAN AVE

NEW LONDON, CT 06320

June 8, 2026

Scope of Work Provide supervision, labor, materials to replace both main diesel engines and engine control systems, service reduction gears, renew propeller shaft mechanical seals, install additional engine room hatch, and conduct trials. All work is to be performed at the contractor’s facility. Work is to include the following:

Replace both main engines and electronic control systems

· Remove current Cummins/Mercuiser QSD 2.8EI 220 EI Marine Diesel Engines with Twin Disc MG-5050A Reduction Gears, Port and Starboard and current two station electronic control system. This includes, but not limited to, disconnecting all auxiliary systems, electrical, electronic, water cooling, exhaust and hydraulic systems.

· The current Twin Disc MG-5050A Reduction Gears will be reinstalled on the new engines. See CLIN 2 for additional work requirements.

· Supply and install two new bobtail Yanmar 4LV-230 marine diesel engines with new engine mounts (4 mounts per engine). The new engines will need to be configured to bolt to existing Twin Disc MG-5050A reduction gears. Modifications to the vessel mounting configuration may be required to properly fit and align the new engines to Greeley’s engine beds and propeller shafts.

· Replace both Port and Starboard damper plates with new damper plates prior to mounting current Twin Disc MG-5050A reduction gears. The new damper plates are to be properly specified for the new engine, reduction gear and propulsion system configuration.

· Upon installation of new engines, reduction gears and mounting systems, properly align both engines/reduction gears with propeller shafts in accordance with manufacturers specifications.

· Install new, two (2) station electronic control systems for the newly installed diesel engines. One control head will be installed in the pilothouse in the same location as the current control station and the second control station is to be installed on the exterior of the pilothouse on the main deck forward of the main deck winch in the same location of the current control station. Additional electronic connectors and/or components may be required to adapt new electronic control system to current Twin Disc MG-5050A Reduction Gears electronic system.

· Re-connect all auxiliary systems, electrical, electronic, water cooling, exhaust and hydraulic systems.

· The removed engines and control systems will be turned over to the US Coast Guard Academy inspector for proper disposal.

Service and Inspect Twin Disc MG-5050A Reduction Gears

· Complete recommended service and inspections of internal components to determine condition on both Port and Starboard Twin Disc MG-5050A Reduction Gears. Provide report of current condition and any additional service recommendations to US Coast Guard Academy inspector. Current operating hours on reductions gears are approximately 820 hours on each reduction gear.

· Conduct oil analysis inspection to detect any abnormal internal component wear and provide results to US Coast Guard Academy inspector.

· Properly prepare reduction gear external surfaces and paint existing MG-5050A reduction gears to match color of new Yanmar diesel engines with a minimum of one primer coat and three coats of enamel paint to a smooth gloss finish.

· Upon installation of new damper plates, install both reduction gears to new engines. Note: The deck hydraulic system is driven off the starboard engine/reduction gear.

Install Propeller Shaft Mechanical Seals

· Remove current propeller shaft stuffing boxes and inspect packing gland contact area on propeller shafts for any deterioration/pitting.

· Clean and inspect propeller shaft tube to shaft seal contact area for any deterioration/pitting.

· Install new PSS Mechanical Shaft Seals in accordance with manufacturers’ specifications. New PSS Shaft Seals (2 Total) will be supplied by the US Coast Guard Academy. Shaft seal info: PSS Type A Shaft Seals Model #21019351 | Mfg #02-112-334 Shaft Size: 1 1/2 Inches, Stern Tube Diameter: 2-3/4" to 2-7/8".

· Supply and install cooling water supply plumbing to the newly installed propeller shaft mechanical seals from the main engine/reduction gear raw water cooling system.

Install Freeman Marine Hatch (hatch pre-purchased and already on-site)

· Prep main deck areas between both main diesel engine hatches, forward of main deck winch and install oval cast hinged type, bolt on freeman hatch # 2473-0002. The hatch is to be installed with the hinge facing forward and a recessed t-handle integrated into the hatch. Hatch must have a method to be secured in the open position for crew safety.

· Remove any interferences prior to hatch installation to include, but not limited to, electrical wiring, piping, insulation, sheathing, etc…

· Weld/install any additional hatch support structure as required in accordance with manufacturer recommendations.

· Reinstall all interferences. Modify sheathing/insulation below the hatch area to a finished appearance around newly installed hatch.

· Welder performing the work must be certified for process type.

· The new hatch will be provided as “Government Furnished Equipment”.

Perform Post Engine Replacement Sea Trials

· A sea trial is to be completed following the completion of all the above work items to demonstrate the ability of the newly installed equipment to operate throughout its full operating range as designed and remain withing designed operating parameters. The new equipment must operate within normal temperatures, pressures, minimum and maximum operating engine speed with no, leaks, abnormal noise or vibrations. Demonstrate hydraulic system operation to ensure the new engines can operate the hydraulic system without overloading the starboard engine. Operate new engine control system through all functions and capabilities as designed. Vessel must operate at maximum engine designed speed (full power) for a minimum of 10 minutes. Note: Full power trial will be conducted with deck hydraulic system off/de-energized.
